About The Position
Montcure, LLC is seeking a Policy Analyst Manager to perform substantive policy analysis for a Department of Defense health program serving wounded, ill, and injured service members and their caregivers. This role involves executing a weekly horizon scan of relevant statutes, regulations, and policy documents, and producing impact assessments, decision papers, and staffing packages to inform program direction.
Requirements
- Bachelor's degree in public policy, political science, public administration, business administration, or a related field
- 5+ years of federal policy or regulatory analysis
- Demonstrated ability to work complex analytic assignments independently with minimal supervision
- Experience conducting legislative and regulatory horizon scanning
- Experience drafting impact assessments, decision papers, and recommended courses of action
- Experience writing to DoD correspondence and issuance standards
- Demonstrated ability to meet five-business-day analytic turnarounds
- Strong research skills across the Federal Register, U.S. Code, the Code of Federal Regulations, and judicial and board decisions
- Producing finished written products suitable for senior-leader review
Nice To Haves
- Disability Evaluation System, SCAADL, or military personnel policy experience
- Experience drafting DoD instructions, manuals, or forms
- Experience supporting an annual report to Congress or a triennial inspection report
- Familiarity with Department of Veterans Affairs policy and the Comprehensive Assistance for Family Caregivers program
- Experience preparing legislative review packages
- Paralegal, legislative affairs, or regulatory affairs background
Responsibilities
- Execute the weekly horizon scan across statute, regulation, DoD and Service issuances, VA policy, and court and board decisions
- Draft impact assessments, decision papers, Personnel Legislation Reviews, and staffing packages
- Draft caregiver compensation instruction and eligibility form changes
- Deliver finished written products suitable for senior-leader review within a five-business-day turnaround
