About The Position

The International Institute for Sustainable Development (IISD) is seeking a Policy Analyst for its in-country India program, based remotely in Delhi. This role supports quantitative analysis by creating and updating policy-relevant datasets, including estimating government support measures, developing levelized cost of energy estimates, and supporting system dynamics energy models and cost-benefit analysis. The candidate will also support work on state-owned enterprises or public sector undertakings (PSUs). Additionally, the Policy Analyst will conduct qualitative research by setting up and conducting consultations with external stakeholders, assisting in stakeholder management, and supporting events. The overarching goal is to shift government support from fossil fuels to renewable energy, ensuring inclusivity. The role requires a quick learner interested in sustainable development, with skills in both quantitative and qualitative research. Responsibilities include data collection and analysis on energy policies, consolidating insights for policy research reports, and collaborating with researchers and civil society organizations. Key responsibilities involve reviewing government datasets to quantify energy subsidies, supporting energy modeling exercises, engaging with national and state organizations, tracking energy policy developments, contributing to literature reviews and reports, and providing administrative support for consultations and events.

Requirements

• Minimum of a master’s degree or equivalent in a relevant field (e.g., sustainable energy, economics, finance, statistics, data analysis, international and development studies, political science, engineering, or interdisciplinary studies). Candidates without a master’s degree may apply but should be able to demonstrate an equivalent level of knowledge through direct professional experience.
• Minimum of 2 years of relevant work experience in one or several areas: energy policy research, climate and energy finance, statistics or experience working in energy sector PSUs.
• Understanding of relevant ministries and departments related to energy, such as power, petroleum, coal, and renewable energy, both nationally and at the state level.
• Knowledge or experience in quantitative research methods for policy analysis with sharp attention to detail.
• Advanced user of Excel and Google Sheets (e.g., pivot tables, conditional formatting, macros).
• Experience with data analysis tools required.
• Demonstrated analytical skills and ability to think critically and learn quickly.
• Strong attention to detail, including the ability to conduct quality control checks of one's own work.
• Excellent oral and written English skills.
• "Can-do" work attitude and ability to work both independently and within teams, managing workload and producing deliverables to time and to budget.
• Ability to work under pressure and meet deliverables under competing timelines.

• Must hold an appropriate work authorization for locations where they expect to be based, without any sponsorship from IISD.

• Experience with India’s electricity sector, particularly with distribution companies or other energy sector PSUs, will be an asset.
• Familiarity with energy modelling will be considered an advantage.
• Ability to work professionally in other languages will be considered an asset.

Responsibilities

• Reviewing large government data sets to identify, quantify, and contribute to IISD’s databases on India’s energy subsidies for fossil fuels and clean energy.
• Identifying different forms of government support to energy, such as direct budgetary transfers, tax expenditures, price regulations, public finance, state-owned enterprise investments, and other forms of support.
• Supporting energy modelling exercises through the Green Economy Model.
• Liaising and building engagement with other national and state organizations that are IISD’s strategic partners or collaborators in India.
• Facilitating IISD’s requests on organizing interviews, access to data, and dissemination.
• Tracking developments in India’s energy policies by collecting, reviewing, and logging information.
• Contributing to literature reviews and drafting high-quality written reports to support any research gaps emerging in ongoing projects.
• Providing administrative support to IISD Energy experts in organizing and conducting consultations, organizing events, and drafting communication products related to projects on energy policy in India.

Benefits

• The target hiring range for this position in India is INR1,153,434 - INR1,424,831 annually, with the ability to progress to a maximum of INR1,696,227 annually.
• Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
• 100% full-time-equivalent staff position, including under an Employment of Record model.
• One-year contract with a high possibility of extension.
