About The Position

Under general supervision, functions as a watch commander or monitors and supervises personnel engaged in traffic enforcement or investigative activities; coordinates and controls programs or projects; may assist or participate in police work handled by subordinates; assures efficient and lawful operations and consistent application of policies; and does related work as required. This is a promotional recruitment limited to current City of West Covina employees who hold the position of Police Sergeant. Candidates who are not current City employees will not be considered.

Requirements

  • Graduation from high school or GED equivalent and satisfactory completion of 90 semester units or 135 quarter units in police science or a related field from an accredited college or university.
  • Possession of an Intermediate P.O.S.T. Certificate.
  • Two (2) years of experience as a Sergeant with the West Covina Police Department.
  • Possession of a valid California Class C Driver's License with a satisfactory driving record.
  • Knowledge of modern methods of police science, organization, and management.
  • Knowledge of criminal law, laws regarding arrest, and related legal basis of police activities.
  • Knowledge of modern investigative methods, crime detection devices and activities.
  • Knowledge of crime prevention and deterrent methods and resources available to police in this field.
  • Knowledge of the causes, prevention, and control of delinquency.
  • Knowledge of the rules of evidence and the laws governing the custody of persons.
  • Knowledge of traffic enforcement, traffic and accident analysis methods, traffic engineering, and traffic education.
  • Knowledge of teaching methods and techniques.
  • Ability to plan and coordinate the work of subordinate Police Officers.
  • Ability to lead and train officers in technical law enforcement work.
  • Ability to prepare accurate and comprehensive reports.
  • Ability to establish and maintain effective working relationships with subordinates, other officers, and the public.
  • Extensive and repetitive physical activity involving the arms, wrists, and hands, including writing and using a keyboard.
  • Physical abilities associated with the ability to read, write and communicate in a work environment requiring no extraordinary physical strength or other special physical qualifications.

Nice To Haves

  • For the purposes of promotional examinations for the position of Police Lieutenant, employees at the rank of Sergeant who do not meet the minimum requirements, may apply and compete in the examination process. Passing the examination process will allow for placement on the Eligibility List. However, to be considered for appointment to the position candidates must meet all of the minimum requirements described above at the time of appointment.

Responsibilities

  • Deploys, trains, supervises, assists, and inspects the uniformed officers and other employees assigned, including subordinate investigation officers and general employees on certain shifts.
  • Supervises patrol or other units directly or through a subordinate supervisor operating in the field.
  • May be assigned to special projects, serves as Deputy Director of OES, or as aide to the Chief of Police.
  • Maintains proper liaison and cooperation with personnel in charge of other units, bureaus, and divisions.
  • Supervises and participates in traffic enforcement and investigative activities.
  • Assigns work, reviews progress, and evaluates productivity and effectiveness.
  • May be assigned additional responsibilities for monitoring and coordinating departmental programs.
  • Insures high operative effectiveness, uniform application of policies, complete legality of actions, and proper flow of reports and records through briefings, individual conferences, regular and random inspections, review of individual and activity reports, investigation of complaints, maintenance of discipline, and active personal contacts.
  • Initiates recommendations for improvements in procedures, programs, or policies.
  • Participates in decision-making processes of the City's administrative staff to encourage and promote cohesive, viable approaches to improve the organization's effectiveness and efficiency.
  • Participate in inter- and non-departmental administrative matters.
