About The Position

The City of Arvada is seeking a detail-oriented Police Digital Media Technician to manage and protect digital evidence essential to investigations and court proceedings. This role is responsible for the accurate uploading, retention, and chain of custody of digital media, including body-worn camera footage, surveillance video, audio recordings, and photographs. The ideal candidate is highly organized, technically skilled, and committed to accuracy, confidentiality, and public service while working closely with officers, legal partners, IT, and prosecutors.

  • One (1) or more years of experience in documentation and record keeping, inventory systems, meeting and dealing with the public and other customer relations-related work.
  • Successfully pass a polygraph, drug screen, and an extensive background check.

Nice To Haves

  • Ability to obtain the NCIC/CCIC certification.
  • A valid Colorado driver’s license and acceptable driving record is preferred.
  • Digital media experience.
  • Experience in a law enforcement setting.

Responsibilities

  • Maintains custody, security, retention, and proper storage of all digital media classified as digital evidence; ensures accurate uploading and documentation while providing follow-up with officers to verify chain of custody is properly established and maintained.
  • Maintains, reviews, and updates digital media to ensure accurate retention and disposition records.
  • Performs daily quality assurance by managing computerized and written records, verifying correct file naming, numbering, classification, and assignment of retention schedules.
  • Responsible for processing and review of digital media evidence requests from stored physical digital devices in Evidence and download of digital media files from the digital media storage locations and documenting chain of custody.
  • Works closely with the Custodian of Records, to support compliance with current and applicable CCJRA laws, CORA laws.
  • Learns, utilizes, and trains employees on hardware and software for body worn camera videos, interview recordings, and other digital media.
  • Assists with quality assurance of body worn camera audit functions.
  • Assists in developing and implementing digital evidence retention guidelines and prepare, scan, and purge/dispose of documents/data and digital files in compliance with said policies, procedures, regulations, and public records laws and initiates necessary action to correct deviations.
  • Acts as a resource and subject matter expert for Police Department employees, as needed regarding policies, requirements, and best practices.
  • Compiles and publishes records and digital media for the District Attorney’s Office case discovery and assists prosecutors and attorneys with the review and examination of digital records and evidence in accordance with department policies and procedures.
  • Maintains knowledge of current technical advancements and industry changes and makes recommendations for digital records retention platforms.
  • Provides training to new and existing personnel on issues related to digital media upload, storage, release, and retention.
  • Reviews sensitive graphic material.
  • Maintains security, integrity and access to evidence management system and digital media secured within.
  • Provides exceptional and timely customer support with the emphasis on excellent oral and written communications.
  • Receives information in person, over the telephone, and electronically.
  • Compiles data for command staff as requested.
  • Works with users, Arvada IT, and software vendors to promptly resolve issues related to video/audio upload, download, software, tools, and practices, and makes necessary improvements for efficient and accurate processes.
  • Travels to and attends team and organizational meetings, training, events and activities and appropriately and professionally represents the department.
  • Learns general procedures, policies, systems, and functions to assist with daily tasks of the assigned unit.
  • Communicates effectively with attorneys, officers, and investigators in the process of releasing/granting system access to digital evidence for court review.
  • Follows moderately complex verbal and written instructions.
  • Provides court testimony to show that digital media was stored and controlled in a secure system with access limited to a minimum number of authorized personnel.
  • Demonstrates to the court that digital media is not altered and maintained in condition received with an audit trail documenting file access and chain of custody.
  • Makes recommendations to supervisor for budget allocations pertaining to areas of responsibility.
  • Maintains and inspects all equipment.
  • Represents department on various city committees.
  • Performs other duties as assigned.
