About The Position

The purpose of this position is to lead and manage the Police Department operations at the Division level, in accordance with the policies, rules, regulations and directives established by the Chief of Police to ensure a safe and secure Village. In the absence of the Chief of Police, the Police Commander may assume functional authority over departmental operations within their purview or possibly the entire department. Police Commanders will assume command of police operations and will direct police functions. Police Commanders are accountable for their respective decisions and actions, as well as the performance and productivity of their respective employees. Police Commanders work directly with the Deputy Chief of Police and/or Police Chief who will be responsible for direct supervision and duty assignments. As a municipal organization, Greenwood Village is a provider of emergency services. Some emergency situations, including weather-related emergencies, may necessitate Greenwood Village employees to assist in areas of work which may not be directly related to the employees’ specific job function, but which will be within the physical capabilities, training, and skills of the employee.   • Plan, organize, direct, and advise on technical operations within the individual Division in such a manner as to ensure its conjunction with overall organization and departmental missions.

  • Five years of responsible sworn law enforcement experience, including four years of supervisory, sworn law enforcement experience.
  • Possession of, or ability to obtain, an appropriate, valid Colorado driver's license, in accordance with Colorado law, and a driving record satisfactory to obtain coverage by the City's insurance carrier.
  • Possession of, or ability to obtain, an appropriate, valid P.O.S.T certificate from the State of Colorado.

  • Bachelor's degree from an accredited college or university with major course work in police science, criminal justice, public administration, or a related field is preferred or any combination of experience and training that would likely provide the required knowledge and abilities to qualify.

Responsibilities

  • Provides leadership and mentoring to employees of the department to accomplish organizational goals, manage processes and develop people.
  • Participates in strategic and tactical problem solving by effectively seeking pertinent information from which the causes and solutions can be deduced, utilizing the community policing philosophy.
  • Exhibits flexibility and receptiveness to new ideas with the ability to make constructive changes from ineffective courses of actions, always reflecting a problem-oriented, community sensitive approach.

  • May act in the capacity of Chief of Police in his/her absence to provide leadership, direction, and supervision to all elements of the department on critical issues that arise.
  • Prepares, drafts, and makes recommendations for the annual budget and other fiscal or statistical reports for consideration by the Chief of Police, City Manager and/or City Council.
  • Plans and recommends allocation of Division resources and staffing of Division personnel to ensure the most effective and efficient utilization possible.
  • Monitors and evaluates the Division programs on a regular basis to determine effectiveness.
  • Monitors, evaluates and approves budget expenditures within established guidelines.
  • Coordinates and administers operations budget for Division.
  • Maintains a working relationship with departmental grant writing staff to ensure a core knowledge of available grants and participates in writing them.
  • Reviews and approves official reports completed by reporting employees to ensure accuracy and compliance with all departmental regulations and State law.
  • Completes performance appraisal reports on reporting employees, stressing leadership and direction for community policing.
  • Completes any other paperwork or reports as requested by the Chief of Police.
  • Objectively evaluates the performance of subordinates as required by policy stressing leadership, creativity, problem solving, and customer service.
  • Monitors conformity to departmental policy/procedures while encouraging creative problem solving within those policy guidelines.
  • Provides back‑up support and assistance to officers as requested, at scene of crime or investigation, including responding to criminal complaints and in‑progress calls which may require physical exertion in the form of running, jumping, climbing, lifting, or physically controlling a criminal suspect.
  • Answers questions for sergeants and officers and provide guidance as necessary in dealing with specific situations.
  • Oversees the training of reporting employees, and other personnel, and refers them to training when necessary and/or appropriate.
  • Identifies Divisional training requirements and takes appropriate action to obtain said training.
  • Attends required annual, innovative, and progressive new training.
  • Prepares and distributes written orders, correspondence, and operating procedures emanating from the Division to appropriate personnel.
  • Prepare public relations information and presents to civic organization, City Council, schools, and special interest groups by making speeches or giving talks.
  • Participates in staff meetings to report activities of Division.
  • Communicates with outside agencies, special event conferences, CBI, District Attorneys, and others.
  • Conducts meetings and briefings with divisional personnel and/or departmental employees.
  • Expresses sensitivity and a willingness to listen and respond to the needs of others, encouraging creative problem-solving approaches.
  • Reinforces a customer service approach to all personnel.
  • Initiates, investigates and/or recommends formal or informal discipline, up to termination, recognizing the need for encouraging appropriate risk taking in the employee's problem-solving approach and the potential for inadvertent mistakes.
  • Conducts and/or directs internal affairs investigations as assigned by the Chief of Police.
  • Sets Division goals to achieve departmental mission statement; manages effectively by setting goals, assigning appropriate tasks, and monitoring the results in order to ensure success.
  • Provides input into plans for improved operations from community concerns and community interaction yet remains flexible to changing needs and plans how to get community involved; knows and uses community resources.
  • Plans, organizes, and implements prevention and enforcement operations by effectively systematizing and coordinating activities and those of other individuals and groups.
  • Engages in short- and long-term strategic planning for the City and Department.
  • Plans for the projected growth or movement of local population and its impact throughout the City in relation to potential community problems.
