About The Position

This examination is being administered by the Human Resources Division (HRD) to create an eligible list from which to fill Police Chief vacancies in participating Massachusetts Police Departments. Candidates must take and pass this examination in order to be placed on the eligible list. The Chief of Police serves as the department’s executive administrator, reporting directly to the Mayor. Supported by two Deputy Police Chiefs (Operations and Administration), the Chief is responsible for a $26 million annual budget, strategic planning, labor relations, and modernizing policing through technology and data-driven strategies.

Requirements

  • Be an employee in the police department for which the examination is given with permanent civil service status in the specified eligible title(s) by the date of the examination.
  • Have served in the force at least one year since you were appointed and performed the job duties of the eligible title(s). A combination of temporary and permanent service from a certification can be applied towards meeting this one year requirement.
  • Police Officers filing for this examination must have one year of permanent experience after completion of their police academy course.
  • Must present a current and valid government issued photo identification with signature (e.g., driver's license, passport, military ID) at the examination site.

Nice To Haves

  • Time spent working in the title of Police Chief will not interrupt the service period in your permanent position.
  • If the eligible title has been lowered to the entry level rank, you must have served in the force at least one year or three years depending on the participating municipality since you were appointed and performed the job duties.
  • Service as a Student Officer, before successful completion of an approved academy, does not count towards meeting the eligibility requirement.
  • Individuals may apply to receive credit for employment or experience in the position title of Police Chief. Credit will only be accepted if time worked is in a permanent, provisional or temporary after certification status.
  • Claim credit for in-title experience in the application if eligible.
  • Claim Promotional Preference for 25 years of service in the application and either attach the Employment Verification Form for Sole Assessment Center form to the application or email it to [email protected].

Responsibilities

  • Execute a multi-year plan that addresses the specific needs of a densely populated urban center, focusing on crime deterrence and preservation of order.
  • Sustain initiatives that build trust with Lynn’s diverse neighborhoods, business owners, and service organizations to develop non-enforcement alternatives.
  • Lead recruitment and retention efforts in a challenging environment; manage labor relations with the Lynn Police Association (Local 302 of MassCOP) and promote officer safety and wellness.
  • Enforce professional standards and implement rigorous oversight for use-of-force policies and new technologies like the body-worn camera program.
  • Administer a comprehensive operating budget and capital plan for facilities, fleet, and information technology.
