About The Position

The Pennsylvania Turnpike Commission is seeking an experienced PMO Project Manager to support its enterprise-wide SAP S/4HANA Wave 2 enhancement initiative. The role manages multiple project workstreams, coordinates system integrations and business dependencies, maintains project governance, and ensures deliverables, schedules, and budgets align with organizational priorities. The position is primarily remote, with onsite attendance required one week per month and additionally for meetings, implementations, or support as needed. Onsite locations include the PA Turnpike Central Administration Building and Turnpike Industrial Park in Middletown, Pennsylvania. The candidate must be able to reach the work location within three hours in an emergency, attend a full-day onsite orientation, and collect assigned equipment in person; equipment will not be shipped. The assignment is scheduled to begin December 7, 2026, and continue through June 30, 2027. Work hours are 8:00 AM to 4:30 PM. Overtime requires prior approval. Candidates must complete HireRight/ePATCH and a National Criminal Background Check. Onboarding takes 5–7 business days, and issued equipment must be returned within two weeks of offboarding. Camera use and professional appearance are required during virtual meetings. Travel costs for candidates within a three-hour commuting distance are included in the rate, with no additional compensation. Applicable travel reimbursement follows GSA guidelines and must be submitted within 60 days with receipts. The SAP environment includes SAP S/4HANA, SAP Analytics Cloud (SAC), SAP Business Data Cloud (BDC), SAP Business Technology Platform (BTP), SAP Datasphere, and SAP Service and Asset Manager (SSAM). Integrated systems include SAP SuccessFactors, SmartDocs, OnBase, AgileAssets, ServiceNow, Qlik Sense, Microsoft Dynamics 365, Kahua, financial institutions, benefit providers, and Commonwealth of Pennsylvania systems.

Requirements

10+ years of project management experience across projects of varying sizes and subject areas.
Experience managing high-profile vendors across on-premises and cloud environments.
Experience managing Enterprise Business Solutions, specifically SAP/ERP projects.
Experience managing multi-year projects.
Expert-level proficiency creating and maintaining integrated project plans using Microsoft Project or MS Project Online.
Strong leadership, conflict management, negotiation, communication, and risk management skills.
Project Management Professional (PMP) certification.
Willingness and ability to attend onsite in Middletown, PA one week per month and as needed, attend onsite orientation, and collect equipment in person.
Ability to reach the PA Turnpike work location within three hours in case of an emergency.
Ability to complete Pennsylvania ePATCH and National Criminal Background Checks.
Camera use and professional appearance during virtual meetings.

Responsibilities

Manage and coordinate internal and external teams across multiple IT projects.
Develop and maintain integrated project plans, schedules, milestones, deliverables, dependencies, and critical paths.
Estimate and monitor project costs and budgets throughout the project lifecycle.
Plan resource allocation and perform resource capacity forecasting.
Establish and maintain project governance frameworks, roles, responsibilities, escalation paths, and decision-making processes.
Define and refine project scope with business owners and analysts.
Manage the full project lifecycle from initiation and planning through execution, monitoring, control, and closure.
Coordinate with system integrator project managers and teams across interconnected projects.
Maintain project documentation, approvals, sign-offs, and lessons learned.
Build strong relationships with IT teams, business stakeholders, vendors, project sponsors, and executive leadership.
Follow PA Turnpike PMO standards, procedures, and project management methodologies.
