About The Position

The PMO Operations Manager serves as a key leadership role within the Program Management Office (PMO) supporting large-scale, enterprise-wide IT support services contracts. Reporting directly to the PMO Director, the PMO Operations Manager serves as the operational backbone of the program — driving day-to-day PMO execution, coordinating across all functional leads, task orders, and Government stakeholders, and enabling the Program Directors/Managers to focus on strategic direction, executive engagement, and modernization priorities. This individual is instrumental in ensuring operational efficiency, staffing alignment, compliance, and delivery excellence across a complex, multi-task-order federal IT programs. The PMO Operations Manager blends program management discipline with hands-on PMO operations leadership, translating contract-level strategy into repeatable operational processes that scale across dozens of concurrent task orders.

Requirements

Bachelor’s degree in Information Technology, Business Administration, Project Management, or a related field.
15+ years of progressive experience in program/project management on federal IT contracts, with at least 2 years in a PMO operations or management role.
Demonstrated experience managing multi-task-order, multi-disciplinary IT programs in a federal government environment.
Proven track record overseeing financial management, staffing operations, subcontract management, and quality assurance on large-scale IDIQ contracts.
Experience serving as a contractor liaison with Government CORs and agency leadership.
Familiarity with FAR compliance requirements and federal contract reporting obligations.
Must be able to obtain and maintain an Public Trust / Suitability clearance.

Master’s degree preferred.
Experience with federal financial reporting tools and labor tracking systems.
Excellent written and verbal communication skills; ability to prepare executive-level briefings and reports.
Strong analytical and problem-solving skills with attention to detail.
Ability to manage competing priorities across a large, geographically distributed workforce.

Responsibilities

Oversee and coordinate of PMO operations, ensuring consistent performance, compliance, and delivery quality.
Maintain and update the Program Management Plan (PMP), staffing forecasts, and organizational charts across the life of the contract.
Support the Program Director/Managers in planning, organizing, and directing all technical and management activities across multiple simultaneous task orders.
Serve as a primary operational liaison with the Contracting Officer’s Representative (COR) and leadership.
Manage escalation procedures, risk identification, and mitigation planning across the program.
Support Program Director/Managers in cross-cutting contract functions, including subcontractor coordination, communication with Government stakeholders, and administrative/operational support.
Support the Program Director/Managers in monitoring burn rates for Time & Material (T&M) and Labor Hour (LH) task orders.
Ensure accurate and timely submission of all contract deliverables, including time reporting, ad-hoc reports, and COR meeting materials
Coordinate with the Subcontracts Lead to track subcontractor costs, awards, and compliance with FAR/CAS requirements.
Support procurement actions and management of subcontract dollars in alignment with program objectives.
Coordinate with the Talent Management Lead on staffing actions, onboarding/orientation, and FTE forecasting.
Maintain current organizational charts and workforce planning documentation.
Implement and enforce QA/QC standards across all task orders and PMO functional areas.
Ensure compliance with Agency security, privacy, and suitability requirements, including PII handling protocols and access control procedures.
Support IT risk assessments, ISP enforcement, and VPN/network security compliance.
Maintain continuity of operations planning and documentation.
Facilitate COR meetings and executive-level briefings as needed.
Prepare and deliver weekly, monthly, and ad-hoc reports in support of task orders and Government requests.
Serve as an operational point of contact for cross-functional coordination between PMO functional leads (Finance, Talent Management, Subcontracts, Procurement, FSO/Suitability, and Network Security).
