About The Position

The Commonwealth of Pennsylvania (CODE PA) is seeking an experienced Program Manager to lead the Permitting, Licensing, and Certifications (PLC) enterprise initiative. This role involves managing complex, cross-functional programs, establishing governance frameworks, and driving successful delivery across multiple teams and workstreams.

Requirements

• 8–10+ years of program or portfolio management experience
• Proven experience managing large-scale, multi-year, multi-million-dollar programs
• Strong expertise in: Agile, Waterfall, and hybrid delivery models
• Program governance and execution frameworks
• Stakeholder and vendor management
• Experience with Agile/project management tools (Azure DevOps, Confluence, SharePoint)
• Excellent leadership, communication, and problem-solving skills

Nice To Haves

• Experience in State Government or public sector environments
• Experience with Salesforce
• Certifications such as PMP or Scrum Master
• Experience building or stabilizing complex programs

Responsibilities

• Lead end-to-end delivery of large-scale, multi-workstream programs
• Define program strategy, structure, and execution roadmap
• Drive alignment across product, engineering, UX, vendors, and stakeholders
• Ensure accountability, transparency, and timely delivery
• Establish and manage program governance and operating frameworks
• Lead steering committees and decision-making forums
• Define roles, responsibilities, and escalation paths
• Develop and maintain integrated program roadmaps and timelines
• Manage cross-functional dependencies and priorities
• Ensure delivery within scope, schedule, and budget
• Provide executive-level reporting and program updates
• Translate complex program details into clear, actionable insights
• Facilitate stakeholder alignment and resolve conflicts
• Identify and mitigate program risks, issues, and blockers
• Oversee vendor performance, contracts, and financial tracking
• Support procurement activities aligned with program goals
• Support Agile teams with Scrum ceremonies and coordination
• Coach teams on best practices and delivery improvements
• Track KPIs, deliverables, and performance metrics
