About The Position

Hamilton County (OH) Emergency Management & Homeland Security Agency (EMHSA) has an entry-level opening for the Planning Specialist. We are seeking a dedicated professional and problem solver who will grow in the emergency management field by learning how emergency management functions at the county level and will develop generalized skills that will enable them to serve in a variety of capacities in the emergency management profession. Hamilton County EMHSA is a progressive county-level Emergency Management Agency operating just outside Cincinnati, OH that focuses on all-hazards emergency management for a diverse county with urban, suburban, and rural populations. In addition to salary, a stipend is also provided for each weekly on-call rotation served throughout the year. Applicable professional development is also supported and funded by the Agency. Professional development opportunities are based on Agency availability and may include applicable certifications (e.g., CEM), pertinent trainings and conferences (e.g., local, state, and federal including the Emergency Management Institute) and involvement in emergency management associations and programs (e.g., IAEM, EMAP). As part of the Preparedness Division, the individual selected for this position will work with a variety of partners to serve as a subject matter expert on emergency planning across Hamilton County, OH. The includes participating in the development of multiple county-level plans and leading several planning efforts. The individual chosen for this position will learn emergency planning best practices and develop their skills in developing and maintaining emergency plans, technical writing, and the application of federal and state planning guidance.

Requirements

  • Bachelor’s degree in relevant field (Emergency Management; Public Administration, Public Health, Communications; etc.)
  • One (1) year of experience in job related area or successful completion of an internship
  • OR equivalent combinations of college education and experience such as an associate’s degree in relevant field AND three (3) years of experience in a related job OR Fifty (50) percent completion of a bachelor’s degree AND three (3) years of experience in a related job
  • Completion of ICS 100, 200, 700, 800
  • After one (1) year of employment, must have successfully completed the FEMA Professional Development Series
  • A valid Driver’s License is required from state of current residency (OH, KY, IN).
  • Professional Development Series, Federal Emergency Management Agency – within one year

Responsibilities

  • Support the development and maintenance of Hamilton County’s Emergency Operations Plan (EOP): Working with the Assistant Director to ensure the EOP, 15 Emergency Support Functions and Hazard Specific Annexes are routinely maintained following federal and state guidance and best practices. Work with partner organizations to make periodic updates to the plan and serve as a subject matter expert on the plan and planning process.
  • Maintain supplemental county plans: Under the direction of the Assistant Director, maintain county-level plans that supplement the County EOP including, but not limited to the Debris Management and Damage Assessment plans. Ensure plans are routinely updated following the maintenance schedule and work with partner agencies to update plans following real world events or exercises.
  • Oversee local EOP development: Establish and maintain a positive working relationship with the 49 local jurisdictions within Hamilton County and serve as subject matter expert, advising local jurisdictions and supporting efforts to complete their own local EOPs including offering planning support, maintaining a local EOP template, and reviewing completed plans. Maintain records of jurisdictions which have completed plans and encourage planning best practices during the process.
  • Support emergency management partners’ planning efforts: Serve as an Agency representative to support the planning efforts of emergency management partners in the completion of related plans including, but not limited to, Public Health, Mass Casualty, Mass Fatality, and Dam Safety plans.
  • Develop the Agency Annual Report: Work with Agency staff to document Agency accomplishments in alignment with the Strategic Plan and prepare an annual report for our stakeholders that documents progress made towards Agency goals and objectives in support of the overarching mission.
  • Support school plan maintenance: Work with local school districts to receive completed safety plans, ensuring all required documentation is submitted to the Agency. Be available to answer questions or direct schools to appropriate resources as needed.
  • Participate in activations of the County EOC: Participate in activations of the County EOC. Learn and fulfill multiple roles in the EOC and support other members of the EOC team in completing their duties during an EOC activation.
  • Serve On Call: Monitor the county for potential hazards and support local and county incident management on behalf of the Agency. Participation in On Call duty officer rotation as required. On call rotation is required of the position.
