About The Position

This position is a specialized technical work planning, scheduling corrective, preventive and predictive maintenance work orders for water and wastewater utilities facilities including but not limited to wastewater treatment facilities, pumping stations, lift stations, and building facilities. An employee in this position is responsible for improving work force productivity and reducing delays through planning and coordinating personnel, equipment, and materials. Work involves planning and scheduling maintenance and/or construction work orders, from within our organization and from the Client. Work includes analyzing needs, developing / reviewing job plans, preparing work orders, editing work orders to provide specific instructions, compiling statistical data, and generating reports, and work closely with Maintenance Technicians, Maintenance Supervisor, and Maintenance Manager. An employee in this class works with relative independence within established policies and procedures. Work is performed under the general supervision of the Maintenance Manager.

Requirements

  • High School Diploma/GED is required.
  • Minimum fifteen (15) combined years of experience in a maintenance related field as a technician, planner, and/or management.
  • Minimum five (5) years of experience in the use of a CMMS.
  • 10 years of maintenance planning / scheduling experience.
  • RCM, FMEA, RCFA experience.
  • Experience with Infor EAM™ CMMS Software.
  • Considerable knowledge of the standard methods, tools and materials used in the maintenance and/or construction trades for water and wastewater facilities.
  • Considerable knowledge of the operations related equipment and systems.
  • Considerable knowledge of general administrative procedures and electronic data processing operations.
  • Knowledge of computerized maintenance management practices and work order practices.
  • Skill in the use of computer applications (MS Excel, Power Point, Visio, and Word).
  • Skill in the use of tools and equipment of the maintenance and/or construction trades.
  • Skill in estimating materials and labor required for maintenance and construction functions.
  • Ability to schedule large volumes of work and recognize the critical path.
  • Ability to work from sketches, blueprints, diagrams and oral instructions.
  • Ability to collect, collate, analyze and manipulate data in order to make recommendations on technical matters and management reports.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to serve the public and fellow employees with honesty and integrity.
  • Ability to establish and maintain effective working relationships with the client, the general public, coworkers, elected and appointed officials.
  • Ability to travel/walk to job sites to develop work plans with technicians and management.
  • CMRP or CRL certification or the ability to obtain certification within 18 months of hire date.

  • 2-year technical degree in a maintenance related field preferred.

Responsibilities

  • Receives all non-emergency requests for job maintenance work; reviews and screens each request for priority, completeness, accuracy, and necessity.
  • Examines the job to be performed and determines the best way to accomplish the work; consults with the requestor, available job plans, maintenance technicians, O&M manuals, and/or Maintenance Manager.
  • Investigates asset history, whether the job had been planned and whether the job had been performed previously; confers with others that may be involved or knowledge about the job.
  • Plans job requirement details and phases; determines job resource requirements; determines equipment and external resource needs; and estimates total cost in terms of labor, material, and external charges.
  • Assembles the planned job package which may include a detailed work order, bill of materials, requisitions for materials, required permits (lock-out/tag-outs) prints, sketches, and photos.
  • Stages material for ready to schedule work.
  • Works closely with Operations to allocate, schedule and coordinate the resources required for specific jobs; determines when jobs are started, and which resources are applied.
  • Prepares work schedules for crews based on priorities and efficiency.
  • Calculates and monitors work backlogs; including non-ready and ready to schedule work orders.
  • Assists maintenance supervisor by preparing weekly schedules based on labor availability. Keeps abreast of schedule status and personnel availability and coordinates schedule adjustments with O&M supervisors.
  • Calculates and reviews schedule adherence (%Schedule Compliance, %PM Compliance), notates schedule status of individual jobs, receives and reviews completed work order details and reviews actual labor and material usage relative to estimated usage.
  • Obtains and acts on feedback from craft and maintenance supervisors to improve work order planning.
  • Operates a computerized maintenance management system, including job plans, work orders, scheduling applications, data processing, material and service ordering and creating management reports.
  • May assist in providing specifications for and coordinating the receipt of materials, parts and equipment.
  • Compiles and analyzes statistics on work completed to track activities and crew performance (MTTR, MTBF, Availability, Labor Utilization)
  • Performs related duties as required by the maintenance manager.
