Requirements

  • Six years of professional experience in the field of transportation, planning or engineering to which the position is assigned to or Registration as a Professional Engineer in accordance with Florida Statute 471.
  • Higher education can substitute on a year-to-year basis for the required experience.
  • Comprehensiveness of the Urban Transportation Systems Planning process, terminology, analytical techniques, and principles.
  • Laws and regulations to develop regional impacts.
  • Comprehensiveness of the principles of Capacity analysis.
  • In word processing and spreadsheet applications.
  • To interpret rules, regulations, policies and procedures in the review of reports and documents.
  • Effectively communicate, in both a written and verbal manner, complex technical issues, concepts and analysis.
  • Organize, analyze, and comprehend complex data and issues.
  • To plan, organize, coordinate, and prioritize multiple work assignments to meet deadlines.
  • Establish and maintain effective working relationships.
  • To manage time and budgets on consultant contracts.

Responsibilities

  • Supervises employees spending majority of time communicating with, motivating, training and evaluating employees and planning and directing employees’ work. Provides or provides for procedural and technical training. Participate in applicant recruitment, selection and hiring process. Provides employee orientation, development/training, counseling and disciplinary actions and prepares employee performance evaluations.
  • Oversees and directs the daily activities and technical analysis within the Planning and Environmental Management Office (PLEMO); and advancement of the District bike and pedestrian program and planning activities.
  • Reviews Development of Regional Impact (DRI), Corridor Studies, Level of Service Analyses, Right-of-Way and other transportation facility needs assessments.
  • Reviews traffic improvement feasibility studies, growth management studies (including comprehensive plans) and other transportation studies.
  • Develop and refines urban area models used in travel forecasting.
  • Reviews and analyses the output of computer models as necessary for other responsibilities.
  • Performs large-scale project management functions for planning projects.
  • Responsible for the management of contracts, including scope development, contract negotiations, product review, invoice approval, overseeing contracts and consultant evaluations.
  • Processes Professional Services invoices.
  • Serves as liaison to consulting engineers, planners, City, County and other State Agencies on planning-related issues such as the development of Long-Range Transportation Plans.
  • Reviews, analyzes and prepares reports, correspondence and responses for Developments of Regional Impact (DRIs) including Notices of Proposed Change (NOPC) and Development Order (DO) conditions.
  • This involves attending meetings, coordinating with Regional Planning Councils and the Department of Economic Opportunity (DEO).
  • Oversees strategic Intermodal System coordination and technical support by overseeing the District Strategic Intermodal System (SIS) plan, provide coordination activities.
  • Reviews the SIS multi-year system plan and makes recommendations to Central Office.
  • Provides other management activities as required.
  • Coordinates and participates in all program activities with outside agencies, local governments, and the Department.
  • Provides technical and policy evaluation by reviewing and evaluating transportation studies, design and/or construction plans.
  • Reviews maps, policy statements and other documents and/or proposals for consistency with known data.
  • Reviews existing transportation plans, current standards, procedures, guidelines, existing policies and Departmental goals to ensure consistency.
