About The Position

This position is office-based and is not considered a field role. While the primary duties are performed in an on-site office environment, the position does involve some travel. ODH is seeking one (1) Emergency Preparedness Planner to support statewide public health and medical emergency readiness initiatives. In this role, you will coordinate planning activities, develop emergency response plans, collaborate with healthcare and government partners, and help maintain operational readiness for emergency response centers.

Requirements

  • Completion of undergraduate core program or 24 mos. exp. in assigned program area (e.g., engineering, landscape architecture, rehabilitation, mental health technology, transportation, physical, behavioral & social science, urban or community planning, natural resources, business or public administration).
  • 6 mos. trg. or 6 mos. exp. in operational, mathematical, analytical or statistical research methods used in conducting & documenting research studies.
  • 1 course or 3 mos. exp. in public relations.
  • 1 course or 3 mos. exp. in budgeting.
  • 1 course or 3 mos. exp. in technical writing or business communication.
  • 6 mos. exp. as Planner 1, 85311, in assigned program area.
  • Equivalent of Minimum Class Qualifications For Employment noted above.

Nice To Haves

  • Undergraduate or advanced degree in one or more of the following: risk management, emergency management, public administration, business administration or public health
  • Experience in emergency preparedness, response and recovery operations for all types of events
  • Experience developing plans, tools, response documents, and technical reports
  • Experience in operational/strategic planning, program management, or project management
  • Experience developing/writing protocols and procedures
  • Experience working with federal, state and/or local response agencies, or non-governmental organizations
  • Experience collecting, analyzing, and interpreting data and information from studies, investigations, or reports
  • Experience conducting research to collate/gather information
  • Experience with spreadsheets, and presentation programs
  • Experience presenting and/or public speaking

Responsibilities

  • Conduct statewide planning and assessment activities to strengthen public health and medical emergency preparedness.
  • Develop, update, and maintain emergency response, operations, logistics, and fatality management plans.
  • Collaborate with federal, state, regional, and local preparedness partners, including hospitals, healthcare coalitions, and emergency management agencies.
  • Provide technical assistance to healthcare and public health stakeholders on all-hazards planning.
  • Support Department Operations Center (DOC) readiness, including staffing during emergencies as needed.
  • Monitor and evaluate project activities, including after-action reviews, improvement plans, and exercise evaluations.
  • Prepare reports, grants, contracts, and program materials; respond to information requests.
  • Participate in and deliver preparedness-related training, meetings, exercises, and advisory boards.
