About The Position

The purpose of the position is to perform general management and administrative work for Planning, Zoning, and Comprehensive Planning activities. This includes professional, technical, and supervisory work with application of specialized knowledge. Work is performed under the direction of the Development Services Director. Responsible for making presentations to public groups, advisory boards and elected officials.

Requirements

  • Bachelor’s degree in urban design, urban planning, or another related field.
  • Eight (8) years of progressively responsible government experience in urban or regional planning with five (5) years of administrative, managerial and supervisory experience.
  • State mandated planning experience preferred.
  • Must possess and maintain a valid Florida Driver’s License or must obtain within 30 days of establishing residency in Florida and be insurable by current insurance carrier, or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Must have or be able to obtain certification within three (3) months of employment in FEMA National Incident Management System (NIMS) courses: IS-100.c: Introduction to the Incident Command System (ICS), IS-200.b: ICS for Single Resources & Initial Action Incidents, IS-700.b: An Introduction to the National Incident Management System.
  • Knowledge of the practices, procedures and techniques of local, state and federal government operations, applicable laws and regulations, and public sector administration.
  • Knowledge of urban planning, and land use.
  • Understanding of the strategic management process e.g., determining the long-range direction and performance of the organization by ensuring that careful formulation, proper implementation, and continuous evaluation of the strategy take place.
  • Financial Responsibilities: accountable for inventory/property management; manage and administer grant funds; make budget recommendations; manage the budget within assigned areas; determine allocation of budget among departments; determine allocation of budget among divisions; and manage the budget within assigned department.
  • Ability to plan, organize, direct, lead and supervise the work of professional, technical, and administrative staff, and line and staff managers.
  • Ability to communicate effectively both orally and in writing.
  • Ability to use independent judgment in daily operations, resulting in sound decisions.
  • Ability to develop/formulate short- and long-range goals, objectives and solutions pertaining to county programs/projects and recommend a course of action.

Nice To Haves

  • Master’s degree preferred.
  • State mandated planning experience preferred.
  • American Institute of Certified Planners (AICP) certification preferred.
  • certification from the Association of State Floodplain Managers Association preferred.

Responsibilities

  • Administers, manages, and coordinates work for Planning, Zoning, Comprehensive Plan, Planning and Zoning Commission, and Permitting.
  • Accountable to the Development Services Director in carrying out the directions and policies and enforcing all orders, resolutions, ordinances, and regulations of the Board of County Commissioners.
  • Accepts assignments from the Development Services Director and completes work in a professional manner.
  • Coordinates with the Housing Authority related to the use of SHIP funds and the Local Housing Assistance Plan (LHAP).
  • Responsibility for the management function of planning, organizing, leading and controlling the Planning Divisions, functions, programs, and services with emphasis on coordination and measurement of the core services of the Division.
  • Accountable for directing work assignments and for establishing/assigning projects and staff work, monitoring work for completeness, evaluating and assessing results.
  • Responds to citizen concerns and determines appropriate action to solve problems.
  • Assists in all activities relating to the preparation and presentation of the annual budget and budget administration in relation to Planning functions.
  • Maintains positive relationships with the Board of County Commissioners, County Administration, department managers, staff, and the community.
  • In the event of an emergency or non-emergency situation a 24-hour on-call status is required.
  • County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may be required.
