About The Position

This is a highly independent Program Manager position responsible for the Office of Public Health Preparedness in DOH-Pinellas under the Assistant County Health Department Director. A detailed knowledge of preparedness programs along with a thorough understanding of disease transmission, emergency response and management, and regional/statewide structures are required. The incumbent will provide indirect support to the Health and Medical co-chairs of the Regional Domestic Security Task Force for Region 4 and any other regional staff. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing work, approving leave, and taking disciplinary action as appropriate.

  • Must be currently employed with any State agency within the State Personnel System (including OPS, Career Service, SES, and SMS positions).

Responsibilities

  • Coordinates the public health preparedness planning efforts and response methodologies for the county in matters dealing with the earliest possible detection and response to threats and / or attacks involving all reportable and non-reportable diseases affecting public health.
  • Ensures coordination between the private medical community, public health entities, the Coalition for Health and Medical Preparedness (CHAMP), the Tampa Bay Health and Medical Coalition and any interactions with the Regional Domestic Security Task Force (RDSTF) - Tampa (4).
  • Is an active and engaged member of the Planning Advisory Group.
  • Ensures county-level Health Alert Network activities are developed, as related to planning, preparedness and response.
  • Ensures the maintenance of county level plans that meet Regional and State requirements.
  • Ensures coordinated planning efforts of county community partners including hospitals, emergency management, EMS, private health care and other pertinent organizations.
  • Ensures the maintenance of all planning documents relating to emergency operations (all hazards) for the county health department, including the Cities Readiness Initiative activities and items related to Project Public Health Ready Accreditation. Identifies shortfalls and gaps in equipment, personnel and response capabilities.
  • Ensures and develops a countywide response system of notification & alerts regarding public health emergencies including biological events to include DOH-Pinellas staff.
  • Ensure effective emergency communication, including on call scheduling and communication for DOH-Pinellas.
  • Ensures management of the Medical Reserve Corps for Pinellas County.
  • Coordinates and provides ESF-8 emergency response activities per the county comprehensive emergency management plan (CEMP) to include but not limited to: Special Needs Shelter staffing, Points of Distribution operations, and pandemic response.
  • Provides monitoring, evaluation, quality assurance and timeliness checks of programs' performance and compliance with appropriate statutes, Program Office and the CDC, especially the CHD Expectations.
  • Ensures adequate training of staff.
  • Makes timely decisions if necessary to protect the public’s health.
  • Ensures standard operating policies and procedures for the program are up to date and accurate.
  • Oversees the daily operations within the Preparedness program regarding planning, budgeting, organizing and coordination.
  • Approves purchases in compliance with Florida Law and DOH rules and regulations governing purchasing policies and the established guidelines for use. These include Florida Administrative Code, 60A-1, FAC, Florida Statute, Chapter 215, Financial Matters, and Chapter 287, Part 1 FS – Commodities, Insurance and Contractual Services.
  • Develops or participates in developing grants within the mission of DOH-Pinellas.
