About The Position

The City of Jefferson is currently accepting applications for Planner or Senior Planner for our Planning and Protective Services Department. This position plays an important role in development and planning for the future of Jefferson City and the surrounding metropolitan area. As a member of the Planning Division team you may be involved in current planning, long-range planning, and/or transportation planning activities. Whether you have a traditional planning background or a non-traditional background with a similar skillset, we will welcome the knowledge and expertise. This position has functions in the area of Current Planning/Zoning and MPO/Long Range Transportation Planning. Primary duties include customer service with Zoning Code regulations, research and preparation of reports on zoning applications and other planning related topics, maintenance and updates to GIS data, administration of zoning code regulations, annual updates of MPO documents, coordination of public notice procedures, presentations before boards and committees on applications and planning topics, coordination of activities with member communities, board and committee members, and relevant internal and external staff.

Requirements

• Ability to sit or stand for extended periods; lift 40 pounds; visual ability to view computer screens for extended periods; traverse over rough terrain in extreme weather conditions and post notification signage on sites.
• Ability to concentrate on statistics, maps, plans and details for extended periods; and effectively communicate both orally and in writing.
• Must have a valid drivers' license.
• Planner: Bachelors' degree with course work in City or Urban Planning or related field such as public administration, political science, real estate, engineering, geography, etc.
• Experience with standard word processing, spreadsheets/databases, and internet applications required.
• Senior Planner: Bachelors' degree in planning or related field and three years professional planning experience including comprehensive or transportation planning; capital improvement planning, financing and budgeting; and geographic information systems (GIS).
• Advanced knowledge of philosophies, principles, practices, and techniques of planning.
• Well-developed knowledge of one or more planning disciplines, such as urban design, community engagement, affordable housing, transportation, economic development, land use, or zoning administration.
• Knowledge and experience in principles, methodology, practices of research and data collection; effective writing techniques; and computer hardware and software programs, which may include Microsoft Office, Internet applications and geographic information systems (GIS).

Nice To Haves

• Previous experience in government or professional planning office preferred.
• Training or experience with GIS/mapping software and Adobe or other graphics software highly desired.
• American Institute of Certified Planners (AICP) or comparable professional certification.
• Master's degree preferred.

Responsibilities

• Assists with administration of current planning and zoning programs, long range planning for the community, and administration of the Capital Area Metropolitan Planning Organization.
• Preparation and presentation of reports for Planning and Zoning Commission, Board of Adjustment, and Capital Area MPO Board.
• Review and processing of development plans, subdivision plats, and zoning applications.
• Research and presentation of transportation priorities and funding opportunities.
• Map making and updating of GIS information in areas such as zoning, land use, transportation, statistical information, census data, etc.
• Updates and maintenance of Comprehensive Plan, land development regulations, and Metropolitan Transportation Plan.
• Administration of addressing and street numbering system.
• Property site visits to document conditions and post/remove notification signs.
• Public engagement activities associated with planning studies, zoning cases, transportation planning, etc.
• Conducts extensive research in specific or general project areas.
• Writes and presents formal and technical reports, working papers, and correspondence.
• Identifies community problems, issues, and opportunities in particular neighborhoods that could be mitigated through better community planning.
• Develops strategies to promote economic and community development or efficient land use consistent with community goals.
• Recommends priorities, schedules, and funding sources to implement public improvement plans.
• Initiate actions necessary to correct deficiencies or violations of regulations.
• Writes, or assists in writing, a variety of ordinances and regulations relating to development controls.
• Facilitates public engagement and meetings.
• Attend city and partner agency meetings and events, outside of the normal work day.
• Work in a team environment with prospects for cross-training and participation in many facets of city planning and transportation planning.
