About The Position

Under the direct supervision of the Community & Economic Development Director, performs specialized, complex, and administrative duties requiring the exercise of independent judgment in land use planning, zoning enforcement, building permit processing and data management, among other duties.

Requirements

  • High school graduation plus bachelor’s degree in urban planning or geography
  • 1-2 years’ experience as a planner, including GIS.
  • Must possess and maintain a valid Utah State driver’s license with periodic verifications by the City.
  • Knowledge of principles and practices related to urban planning;
  • Knowledge of federal, state, and local laws, regulations, standards, and ordinances related to planning, zoning, and urban development;
  • Knowledge of local government structure and operations;
  • Knowledge of legal procedures associated with municipal property management and development;
  • Public relations skills;
  • Presentation, writing and verbal communication skills;
  • Ability to read blueprints, understand metes and bounds, plat descriptions, and other related information;
  • Ability to establish and maintain effective working relationships with the business community, citizens, elected officials, employees, developers, financiers, and other government agencies;
  • Ability to work in a fast paced, stressful environment.

Responsibilities

  • Responds to and assists the general public, realtors, contractors, developers, etc. regarding city planning and zoning matters;
  • Assists applicants in the processing of site plans, conditional use permits, subdivisions, and rezoning applications;
  • Acts as a member of the City’s Technical Review Committee (TRC);
  • Regularly reviews applications for various land use applications;
  • Reviews and approves construction plans and drawings for compliance with city regulations;
  • Maintains records of various departmental development activities;
  • Prepares accurate, necessary, and timely correspondence;
  • Assists in the General Plan updates as amendments occur;
  • Researches plats and records to determine ownership of property and compliance with city ordinances and policies;
  • Routinely participates in Planning Commission meetings, appeal hearings, City Council meetings, and other boards and committees as needed;
  • Provides written reports to elected and appointed officials (e.g., City Council, Planning Commission, Appeal Officers, Boards and Committees, etc.) as requested in matters relating to planning and development;
  • Coordinates development proposals with other City departments to inform or receive appropriate developmental standards;
  • Assists in maintenance and update of the city’s zoning ordinance, minutes, and agendas for the website;
  • Signs off on zoning approval for building permit applications;
  • Receives citizen complaints regarding zoning violations and coordinates with code enforcement officers;
  • Answers and screens telephone calls and greets public at counter;
  • Manages the Holladay GIS Hub and organizational data on ESRI
  • Develops and implements GIS maps and projects;
  • Collaborate with other Divisions (like Engineering and Justice Courts) to provide data and mapping technology for effective decision-making;
  • Takes data requests from local and state agencies pertaining to spatial data analysis and shapefiles;
  • Provides routine spatial analysis research for land use decisions and at the request of the Council;
  • Routinely update mapping information on the GIS hub and emergency resources;
  • Perform other duties as assigned and required.
