About The Position

The position of Planner I - Zoning and Land Use Code Compliance (aka Code Compliance Officer) is responsible for inspecting properties, building sites, dwelling units, property maintenance and surrounding areas to ensure compliance with Town ordinance standards, while enforcing the Municipal Code of Ordinances. This role involves performing complex professional work including administration, compliance monitoring, enforcement, and public education related to Town of Monument Ordinances. Working under the direct supervision of the Director of Planning, the position assists in carrying out property maintenance, zoning and land use code compliance functions. The role requires regular attendance as an essential function and involves both office-based work and fieldwork in varying weather conditions. The ideal candidate will work with a considerable degree of independence, performing work in support of the department’s core planning functions.

Requirements

  • Basic understanding of urban planning concepts, including land use, zoning, transportation, environmental planning, and community development.

  • Knowledge of laws, ordinances, and policies related to planning, zoning, and development.

  • Proficiency with standard software such as word processing, spreadsheets, and other office tools.
  • Knowledge of standard office practices, recordkeeping, and data management systems.

  • Attend training and continue developing professional knowledge and skills
  • Bachelor’s degree in related area of study.
  • Knowledge of urban planning (Note: Planning is defined as urban, regional, land use, and/or comprehensive long-range planning working with or for a municipal government.)
  • Experience working in a municipal government setting.
  • Successful pass of a drug screening and background check.
  • Code Enforcement Official Certification and Continuing Education Basic Certification current or within 6 Months of employment
  • Advance certification current and within 12 months of employment
  • Valid Driver’s License, with clean driving record.

Responsibilities

  • Investigate complaints and follow up with property owners, tenants, or responsible parties regarding zoning and land use ordinance violations.
  • Conduct routine and complaint-driven site inspections to ensure compliance with Town ordinances.
  • Identify violations related to zoning, nuisance issues, junk and debris, abandoned or inoperable vehicles, housing, and other applicable codes.
  • Enforce Town of Monument ordinances, including removing unpermitted signs or advertisements and issuing citations when necessary.
  • Monitor cases and follow up until compliance is achieved or enforcement actions are complete.
  • Document violations through reports, photographs, and supporting materials.
  • Maintain accurate case records, files, and logs in the Records Management System (RMS) in accordance with legal and department requirements.
  • Prepare reports and provide documentation for court proceedings, hearings, and boards as needed.
  • Respond to public inquiries and complaints related to code enforcement and nuisance issues.
  • Explain codes, policies, and processes clearly to residents, property owners, contractors, and other stakeholders.
  • Communicate professionally in person, by phone, and in writing, including in difficult or non-compliant situations.
  • Provide guidance on development codes, permits, processes, and requirements.
  • Review and process land use applications and permits, including fee collection, data entry, and issuance.
  • Assist with zoning administration, including interpreting regulations and supporting compliance efforts.
  • Research, interpret, and apply zoning, nuisance, and health and safety codes.
  • Support updates to long-range plans, regulatory codes, and development processes.
  • Collect and analyze data, including preparing reports, maps, and annual permit revenue summaries.
  • Operate Town-issued vehicles, equipment, and standard office technology.
  • Attend meetings, training sessions, workshops, and required events; occasional evening or weekend attendance may be required.
