About The Position

The City & Borough of Juneau (CBJ) Community Development Department (CDD) is seeking to hire a Planner I/II Flex to join our Planning Division. This position is flexibly staffed and can accommodate an entry (I) or intermediate (II) level candidate. The level of the job offer will be based on the selected candidate’s qualifications. If hired at the lower level, the successful applicant will be promoted to the higher level upon meeting the minimum qualifications for the higher level, completing the training plan and demonstrating competency in the work as determined by the supervisor. Both levels provide Planner-on-Call services for public inquiries, are responsible for analyzing proposals for code compliance, receive guidance from senior staff, and are under the direct supervision of the Planning Manager. We are seeking someone personable, reliable, analytical, tenacious, and willing to work as part of a team. The ideal candidate will have demonstrated competencies in Analytical Thinking/Problem Solving, Oral Communication, Reading, and Writing. Technical writing experience is valuable. This role is suitable for individuals who enjoy working on multiple smaller, short-term projects and have experience in fields such as construction or trades, engineering, architecture, journalism, as an aide to the Alaska State Legislature, biology, real estate, paralegal work, or other similar roles where interpreting and explaining code to the public and managing expectations are key. The position is part of the Short-Term Planning team, focusing primarily on building permit review and land use actions. This includes analyzing flood zones, setbacks, lot dimensions, height restrictions, vegetative cover, stream setbacks, hazard zones, parking, and access. Land use permitting involves conditional use permits, analysis of government projects, nonconforming analysis, and some subdivisions. Short-Term Planners write staff reports using in-house software and other resources, which may involve neighborhood meetings, Planning Commission meetings, Notices of Decision, and tracking Assembly committee assignments. They may also assist Long-Term Planners with public meetings or when their expertise is relevant.

Requirements

  • Bachelor’s Degree from an accredited college.
  • A degree in planning, civil engineering, geography, architecture, business or public administration, or a related field is preferred.
  • Experience may be substituted for the required education on a year-for-year basis.
  • Examples of qualifying experience includes sub-professional or paraprofessional work in environmental, transportation, or community development; architecture; civil engineering; landscape architecture; urban design; historic preservation; geography; geography information systems; housing administration, grant administration; accounting; business management; or research.
  • A valid Driver’s License at time of appointment and for continued employment.
  • For Planner II: Two (2) years of professional level experience in planning, zoning, engineering, architecture, real estate development or land usage administration work.
  • For Planner II: Two (2) years as a CBJ Planner I meets this requirement.
  • Demonstrated competencies in Analytical Thinking/Problem Solving.
  • Demonstrated competencies in Oral Communication.
  • Demonstrated competencies in Reading.
  • Demonstrated competencies in Writing.

Nice To Haves

  • Technical writing experience is valuable.
  • Experience in construction or trades, engineering, architecture, journalism, the Alaska State Legislature as an aide, biology, as a real estate agent, paralegal, or other similar experience where you interpret code, explain it to the public, and manage expectations.

Responsibilities

  • Assist Long-Term Planners with large public meetings or when analyzing a subject in which you have expertise.
