About The Position

At Strike, the Pipeline Estimating Manager supports West Texas operations by preparing detailed and accurate cost estimates for pipeline, facility, and integrity projects from concept through execution. The role develops competitive and profitable bids that reflect Strike’s field expertise, safety standards, and operational excellence. The manager works closely with project management, engineering, procurement, and field operations to create comprehensive cost models and proposals for the energy infrastructure market.

The position is based primarily in an office, with regular travel to project sites across West Texas and surrounding regions. Standard business hours are Monday through Friday, with extended hours as project demands require. The role involves walking job sites, climbing over pipeline rights-of-way, and working outdoors in varying weather conditions.

Requirements

• At least 5 years of experience estimating pipeline construction or facility projects in the oil and gas industry.
• Strong knowledge of pipeline construction methods, welding and manufacturing, compressor and pump stations, and facility tie-ins.
• Experience with Hard Dollar, Microsoft Project, Primavera P6, Onscreen Takeoff, and Excel.
• Experience preparing estimates from RFQs, P&IDs, isometrics, and client specifications.
• Experience with unit-rate and lump-sum estimating.
• Strong analytical and problem-solving skills and attention to detail.
• Ability to manage multiple bids and deadlines in a fast-paced environment.
• Excellent written and verbal communication skills for interacting with clients, engineers, and field personnel.
• Professionalism and accountability, with the ability to work independently and collaboratively.

Nice To Haves

• Prior field experience in pipeline or facility construction is highly desirable.
• A bachelor’s degree in Engineering, Construction Management, or a related technical field is preferred.

Responsibilities

• Prepare detailed cost estimates for oil and gas pipeline construction, gathering systems, facility tie-ins, compressor stations, and pipeline integrity work for Strike’s West Texas business unit.
• Attend client pre-bid meetings, review RFQs, technical drawings, and project scopes, and conduct site visits to assess field conditions and gather cost- and schedule-related information.
• Use approved estimating tools, databases, and historical data to develop bids covering direct labor, equipment, materials, subcontractors, and indirect costs.
• Collaborate with West Texas project managers and field leadership to validate estimating assumptions, resource requirements, and production rates against Strike’s field capabilities.
• Assist in developing bid strategies aligned with Strike’s operational strengths and client expectations, ensuring estimate accuracy and margin protection.
• Participate in estimate reviews with leadership and present detailed cost breakdowns and justifications.
• Maintain and update cost history, productivity metrics, and material pricing data.
• Support project handovers by communicating estimate assumptions, resource allocations, and scope details to operations teams.
• Monitor regional market conditions, competitor pricing, and West Texas labor and material trends.
