About The Position

This role is responsible for a variety of specialized duties in support of the overall JEA Security program. These duties include, but are not limited to, formulation of security policies and procedures, budgetary management and controls, physical security and fire system project management, administration of security system contracts, security system support for sensitive investigations, and security program education and training. In addition, this position is also responsible for the continued development, functionality, and longevity of the JEA physical security/fire systems that provide security and safety for JEA personnel and assets.

Requirements

  • Bachelor's degree and at least six (6) years of related progressive experience in support of electronic physical security systems and projects, including design, construction and/or administration of large-scale integrated security systems.
  • At least a ten (10) year combination of education, training, and related progressive experience in support of electronic physical security systems and projects, including design, construction and/or administration of large-scale integrated security and/or fire systems.
  • A valid driver's license is required prior to employment and must be maintained during employment.
  • Professional certification as a Physical Security Professional (PSP) must be obtained within twelve (12) months and must be maintained during employment in this classification.
  • Professional certification with AMAG Technology and GSI Video Surveillance Systems must be obtained within one (1) year of employment.
  • Be able to pass a NERC CIP Personnel Risk Assessment (PRA)
  • Burglar Alarm/Fire Alarm System Agent (BASA/FAS) certification must be obtained within one (1) year of employment.
  • Ability to maintain vision correctable to 20/40; good depth perception; normal field of vision.
  • Ability to perform work under noisy, dirty, high humidity, hot and cold conditions, at heights and in confined spaces.
  • Free of an irrational fear of noises.
  • Good manual dexterity.
  • Normal sense of smell, range of motion, and sense of balance.
  • Required to pass a qualitative respirator fit test with the ability to wear a respirator without respiratory distress.
  • JEA employees should not attempt to lift, pull or push a load in excess of 50 lbs. without assistance.
  • Care should always be taken when lifting, pushing or pulling in an awkward position.
  • Employees must be in compliance with JEA procedure ES A0200 A0101 RS 628 Screening Personnel Risk Assessments (pre-hire for “FACTA” designations; pre-hire and recurring for “CIP” designations).

Nice To Haves

  • Preference will be given to candidates who have PSP certification at the time of application.
  • Manufacturer certifications in an enterprise level access control, video surveillance, and fire alarm system is preferred.

Responsibilities

  • Responsible for assisting in the formulation of all physical security program policies and procedures. These procedures govern the design and implementation of physical security and fire systems, operational security requirements, NERC CIP (Critical Infrastructure Protection) regulatory compliance and corporate program standards.
  • Performs a periodic evaluation of the security maintenance program workflows and operational requirements that govern the performance requirements of Security bargaining unit employees.
  • Responsible for conducting periodic data mining to provide recommended long-term budgetary strategy for the physical security program.
  • Develop, maintain, and monitor tracking documentation for the annual fiscal year Security budget.
  • Responsible for the production, development, and monitoring of all required physical security and fire systems project documentation. This includes, but is not limited to, contract solicitations, technical specifications, project drawings, budgetary cash flows, project definitions and project schedules.
  • Design and oversee all aspects of construction and implementation of Physical Security and Fire Systems at sites governed under NERC-CIP standards to ensure JEA is in full compliance under all applicable standards.
  • Develops and submits for release the internal, and external, communication plans required in support of all physical security and fire systems projects. These plans include periodic project meetings with JEA management, site stakeholders, external contractors, and JEA external customers.
  • Performs various meetings in support of the implementation of the physical security and fire system projects. These meetings may include mandatory project walkthroughs, random and periodic site inspections, and project final inspections.
  • Responsible for performing periodic reviews of all physical security systems contracts to determine efficiency and potential areas of improvement for future contract versions.
  • Serves as alternate contract manager for all contract managerial duties, pricing negotiations, technical specification disputes, and performance issues.
  • Responsible for verifying all estimations and invoices submitted by an external contractor, under a physical security system contract, complies with all contractual requirements and project specific technical specifications.
  • Ensure any contractors working on NERC-CIP projects or systems conform to all JEA policies and procedures to ensure full regulatory compliance.
  • Serves as technical support for sensitive internal and external criminal investigations including direct contact with various local, state and federal law enforcement agencies.
  • Responsible for evidence capture, and storage, from physical security systems in defense of potential litigation where JEA may be named as a litigant.
  • Responsible for the production and presentation of educational courses for JEA management in the use of physical security systems to enhance operational effectiveness and basic investigative methodologies. These courses may cover topics such as employing video surveillance to subsidize personnel and using the access control system reports to identify external and internal fraud.
  • All other duties as required.
