About The Position

This position manages and directs the daily maintenance, repair, and operational activities for all facilities and grounds of the assigned military installation. The incumbent is responsible for the direct supervision of state maintenance personnel and ensures all work complies with state and local building codes, federal safety standards, and the stringent requirements of National Guard Bureau (NGB) Cooperative Agreements. Preventative maintenance (PM) encompasses the recurring, scheduled, and day-to-day actions required to preclude, detect, or mitigate the degradation of facilities, utility systems, and RPIE to extend their useful life. This role serves as a critical liaison between state operations and federal oversight, ensuring that facility projects are executed in a timely, compliant, and fiscally responsible manner in accordance with 2 CFR 200 and applicable Department of Defense (DoD) regulations.

Requirements

  • Knowledge of principles and practices of facility management, building maintenance, and construction trades.
  • Knowledge of State and Federal regulations governing facility management, including 2 CFR 200, NGB policies, Cooperative Agreements and IEMS.
  • Knowledge of Federal fiscal law concerning the obligation and expenditure of O&M funds.
  • Knowledge of Local, state, and national building codes and regulations (e.g., IBC, NEC).
  • Knowledge of OSHA and environmental (EPA) safety requirements applicable to facility operations.
  • Knowledge of principles of supervision, training, and performance management.
  • Knowledge of Project planning, Scopes of Work (SOW) development, and contractor oversight.
  • Skilled in interpersonal communication to effectively lead subordinates and collaborate with federal counterparts (CA PM, USPFO).
  • Skilled in reading and interpreting blueprints, schematics, and construction plans.
  • Skilled in planning, organizing, and directing a diverse workforce.
  • Skilled in problem-solving and decision-making for complex maintenance and operational issues.
  • Skilled in written communication for preparing detailed reports and official correspondence.
  • Ability to effectively manage multiple projects and competing priorities under firm deadlines.
  • Ability to operate computer systems and specialized software for facility and energy management (e.g., IEMS).
  • Ability to read, understand, and apply complex federal regulations and technical manuals.
  • Ability to establish and maintain effective working relationships at all levels of the organization.
  • Minimum of five (5) years of experience in building/construction trades or facility management, with at least two (2) years in a supervisory or leadership capacity.
  • Possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment.
  • Must be a US citizen.
  • Must be able to achieve a favorable Tier 3 investigation for the purpose of obtaining/maintaining a Secret clearance eligibility and Common Access Card (CAC).

Responsibilities

  • Directly supervises state maintenance personnel, including skilled trades, custodians, and groundskeepers; manages schedules, approves leave, and conducts performance evaluations.
  • Inspects work performed by state staff to ensure compliance with local building codes, industry standards, and quality expectations.
  • Determines whether work should be performed in-house or by external contractors; develops Scopes of Work (SOW) and oversees contractor performance to ensure compliance with plans and specifications.
  • Manages the procurement of supplies, materials, and equipment necessary for all maintenance and repair activities.
  • Oversees and implements a comprehensive safety program for all state maintenance personnel, ensuring adherence to State, OSHA, and Air Force (AFOSHA) safety regulations.
  • Ensures all facility maintenance, repair, and minor construction activities funded under NGB Cooperative Agreements comply with 2 CFR 200 (Uniform Administrative Requirements), NGB regulations, and all appendix-specific requirements.
  • Oversees the timely execution of federally reimbursed Operations & Maintenance (O&M) funds.
  • Ensures state purchasing, contracting, and personnel actions are aligned with federal fiscal year deadlines (September 30) to prevent the expiration of federal funds.
  • Serves as a primary State liaison to the Federal Cooperative Agreement Program Manager and USPFO.
  • Maintains detailed work orders, material logs, project status, and personnel reports using the Integrated Engineering Management Systems (IEMS) or other required databases.
  • Complete daily, weekly, and monthly reports on personnel status, project progress, and compliance.
  • uses report data to evaluate organizational processes and find areas for improvement.
  • Inspects shop and work areas to ensure the proper use, storage, and maintenance of equipment and hazardous materials.
  • Performs related administrative duties as required, including arranging meetings, managing supply inventories, and coordinating with other departments.
