About The Position

This Program Management I position is a Physical Plant Manager for the Colorado Department of Corrections located in Canon City, CO. This position will manage and oversee the operations, assessment processes, staffing and personnel issues of the Physical Plant area at the Denver Complex, through technical leadership, organization and effective communications. This position will budget, organize, and apply quality management techniques in the servicing of security, administrative, housing, kitchen, library, gym, laundry, warehouse, clinical, and infirmary facilities which have complex automated systems; and will service the needs of licensed and professional staff. Will ensure all work meets code compliance and that the physical plant is safe and secure by introducing, implementing, and obeying rules, regulations, and guidelines.

Requirements

  • Eight (8) years of related experience or a combination of education and experience.
  • Four (4) years of professional experience in physical plant operations and/or a specialized subject area related to physical plant operations or construction project management such as; general maintenance, electrical, boiler room, electronics, HVAC (Heating, Ventilation, and Air Conditioning), water treatment, construction project management.
  • Four (4) years of professional corrections related experience.
  • Graduation from an accredited college or university with a bachelor's degree in construction management, facilities maintenance, criminal justice, business administration, behavioral science, or closely related field.
  • Knowledge and understanding of complex systems, physical plant infrastructure, and facility and building operations.
  • Ability to effectively manage and prioritize multiple projects across multiple job sites.
  • Ability to provide effective leadership, organizational structure and clear communication of expectations to physical plant staff.
  • Ability to analyze, problem solve, and make sound decisions in emergency situations.
  • Ability to interpret complex data and manage budgets.
  • Ability to establish collaborative professional relationships with internal and external stakeholders.
  • Comprehensive understanding of Performance Management Program (PMP), ensuring staff training and development.

  • TB (tuberculosis) screening is required of all new employees upon hire.
  • Successful completion of a background investigation is required.
  • Employees may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana.
  • Must successfully pass a drug test.
  • Random drug screening will occur throughout employment.
  • Must be able to successfully complete six-week Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics.
  • Possess the physical ability to successfully complete Defensive Tactics.
  • Willing and able to travel.
  • Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule.

Nice To Haves

  • At least one (1) year of experience in one (1) of the following: Corrections related experience at the equivalent level of a CSTS III, CSLTS III, CO IV or higher.
  • Providing the highest level of electronics expertise, directing DOC facility electronics at the level of Electronics Specialist III.
  • Supervising a work unit responsible for overseeing construction project management and physical plant operations, that have the potential to impact facility operations.
  • Experience in Physical Plant/Facility operations and/or a specialized subject area related to physical plant operations or construction project management such as; general maintenance, electrical, boiler room, electronics, HVAC, water and/or water treatment.

Responsibilities

  • Performs as the site coordinator for the completion of projects and construction for the three Denver facilities. This includes weekly meetings with the contractor groups to assure security protocols are being followed and schedules are maintained.
  • Assures installation of equipment is scheduled in order to keep facility disruption to a minimum.
  • Develop spending strategies that coincide with facility operating and strategic plans.
  • Direct construction/maintenance and housekeeping activities: Organize, plan and execute maintenance repairs and construction activities.
  • Prepare cost estimates for project directives, capital construction request and controlled maintenance requests.
  • Conduct daily inspections to identify areas requiring maintenance and/or repair.
  • Review work orders and assign staff to complete orders.
  • Ensure that all services (e.g. water, heat, electric, sewage, and security devices) are kept operational and in compliance with national, state, fire and local building codes.
  • Consult and liaise with vendors, contractors, architects, and engineers for agency projects.
  • Negotiate and participate in contract preparation and Request for Proposals (RFPs).
  • Obtain clearance and provide authorization for civilian traffic in the facility.
  • Serve as authority within the Incident Management System, during a facility drill or actual emergency.
  • Provide facility operations direction, in the absence of the Warden and Associate Warden.
  • Serve as a member of the facility management team to improve systems, efficiency, and effectiveness.
  • Provide management, leadership and supervision to Physical Plant team.
  • Coach and mentor assigned supervisors in effective use of Performance Management Program (PMP) and DOC policies.
  • Serve as Administrative Management Staff, participate as Duty Officer and as a member of the Incident Command Team.
  • Participate on the facility review committee, reviewing DOC regulations & policies.
  • Prioritize project schedules, assign tasks, create staff schedules, monitor time, approve leave requests and ensure completion of payroll documentation.
  • Provide supervision, instruction, oversight, mentorship, and staff training.
