About The Position

The Photo Enforcement Coordinator will work within the Aurora Police Department’s Traffic Section to coordinate the activities of the photo enforcement program. They will ensure that the photo enforcement equipment is deployed to appropriate areas within policy and the law. They will be the in-office point of contact for the program for both the Department and the city’s vendor. They will interact with the public to answer questions about the program and conduct initial responses to complaints about the program. The coordinator will also handle general clerical duties associated with the photo enforcement program.

Requirements

  • High school diploma or equivalent (GED)
  • At two (2) years of experience in customer service or in law enforcement
  • Valid driver’s license upon hire (driver’s license history/Motor Vehicle Record is required and must be provided)
  • Must successfully complete civilian city of Aurora vehicle operation certification
  • Must pass a thorough background check and obtain a CCIC operator clearance
  • Principles of traffic safety, speed enforcement, and crash data analysis
  • Municipal codes, traffic laws, and photo enforcement regulations
  • Data collection methods and reporting best practices for traffic enforcement programs
  • Public administration, local government operations, and legal processes related to administrative hearings
  • Office administrative practices including records retention, filing systems, and correspondence management
  • General office operating environments and structures
  • Planning and coordinating equipment deployment using analytical data
  • Using traffic data collection equipment, such as radar trailers or speed counters
  • Reviewing, interpreting, and validating photo enforcement violations for accuracy and compliance
  • Managing vendor relationships and ensuring adherence to contract performance standards
  • Providing professional, courteous, and policy-aligned responses to public inquiries and complaints
  • Preparing and delivering presentations to varied audiences, including executive leadership and community groups
  • Organizing and preparing legal documentation for administrative hearings
  • Strong interpersonal and leadership skills
  • Skills in the use of computers including spreadsheet design, database programming, and word processing software applications
  • Understand, interpret, and apply department or division policies and procedures
  • Read, sort, and store written material from e-mailed, web-based and physically mailed sources
  • Answer phone calls and e-mails and clearly instruct members of the public on processes to pay fees, take complaints, and handle other customer service issues in a professional manner consistent with Aurora Police Department policies, the Aurora Municipal Code, and Colorado Revised Statutes
  • Interpret and apply departmental guidelines, traffic enforcement laws, and city policies
  • Work independently, prioritize tasks, and manage competing deadlines with minimal supervision
  • Communicate clearly and effectively, both verbally and in writing
  • Establish and maintain effective working relationships with city staff, vendors, law enforcement personnel, and the public
  • Exercise sound judgment in politically sensitive or emotionally charged situations
  • Maintain confidentiality and demonstrate professionalism in handling enforcement-related data and citizen interactions

Nice To Haves

  • Certification and/or higher education degree with an emphasis in law enforcement, data analytics, political science, or other directly related discipline
  • Work experience as a photo enforcement technician or supervisor

Responsibilities

  • Schedule and plan the deployment of photo enforcement equipment based on the analysis of crash reports, citizen complaints and other technical data sources
  • May be called upon to deploy photo speed equipment when the vendor is unable to do so
  • Conduct speed studies by deploying speed surveying devices and analyzing the obtained data
  • Track and report on data generated by the photo enforcement program
  • Monitor general e-mail and voicemail inboxes for citizen questions and complaints and respond to them according to Department policy and guidelines
  • Ensure that violations that require sworn officer follow up are received and assigned
  • Act as the primary point of contact with the city’s photo enforcement system vendor
  • Review and approve photo speed violations
  • Conduct general clerical duties related to the photo enforcement program
  • Give presentations about the program to the Department’s command staff, city management, city council and community groups
  • Schedule and prepare cases for administrative hearings held by the Parking Bureau Magistrate
