About The Position

This position is with the Florida Department of Agriculture and Consumer Services, Division of Administration, Bureau of Personnel Management. It is an open competitive opportunity for a PERSONNEL SERVICES SPECIALIST/CBJA-SES. The role involves maintaining the People First System, coordinating with various offices, assisting personnel liaisons, and managing official position descriptions and organizational charts. The specialist will screen, log, and process classification action requests, ensuring compliance with procedures and performing analyses of requested actions. They will also be responsible for setting up and maintaining the agency's organization structure within the People First System and performing special projects related to classification and pay.

Requirements

  • A high school diploma or its equivalent and seven (7) years of professional personnel experience; or
  • A bachelor's degree (4 years) from an accredited college or university and three (3) years of professional personnel experience; or
  • A master's degree (6 years) from an accredited college or university in business, public administration, communications, education or one of the social or behavioral sciences can substitute for one year of the required experience.

Responsibilities

  • Maintains the Organization Management segment of the People First System (PF) by inputting position data for various classification actions.
  • Coordinates with appropriate staff within Personnel, Finance and Accounting, and Planning and Budgeting Offices regarding position and organization information.
  • Provides assistance to personnel liaisons and supervisors with classification questions.
  • Maintains the official position descriptions and organizational charts for the department.
  • Screens, logs and processes incoming Classification Action Requests for the department, including reclassifications, transfers, headquarters location changes, supervisory changes, pay additives, position funding changes and updated duties and responsibilities.
  • Assures that all necessary documents are submitted in accordance with established procedures; contacts division personnel liaison when discrepancies occur.
  • Performs analyses of requested actions, comparing position duties, KSAs, licensure, other job requirements, etc., of similar positions to determine appropriateness of class title and broadband occupation.
  • Coordinates requests and/or approved actions with the Benefits Section, Recruitment Section, Payroll Section, Planning and Budgeting and department personnel liaisons.
  • Finalizes actions after approval by supervisor, the Chief of Personnel and other appropriate staff by updating the PF System and making changes to position descriptions and organization charts.
  • Distributes all approved actions and correspondence to appropriate parties (each liaison of the division affected), Recruitment Section, Benefits Section, Payroll Section and Bureau Chief's Office.
  • Assists with establishing specialty role code groups in the PF System.
  • Imports position descriptions in OnBase system.
  • Reviews position descriptions in the OnBase system for quality assurance.
  • Responsible for setting up and maintaining agency organization structure within the Organization Management segment in PF for the department.
  • Establishes and updates the organization structure codes for all divisions, bureaus, and sections.
  • Inputs FLAIR account codes, FLAIR organization codes, budget entities, expansion option codes, department codes and individual position data.
  • Codes all position descriptions.
  • Establishes new positions in PF and abolishes positions as mandated by the Legislature.
  • Performs special projects such as coordinating salary/position surveys and other classification/pay related activities and projects.
  • Serves as backup point of contact with the Hiring Manager for requisitions.
  • Reviews the current position description with the Hiring Manager before the position is advertised to determine if duties and responsibilities are accurate and if the position is classified correctly.
  • Ensures that Selected Exempt Service positions meet the exemption criteria.
  • Processes agency reorganization packages and emails required documents (reorg narrative, proposed org charts, proposed position descriptions) to the Office of Policy and Budget for approval.
  • Ensures the establishment or modification of PF FLAIR org codes, budget entities, state program component codes, and/or FLAIR account codes in the PF System.
  • Prepares and maintains the official organizational charts for the Department of Agriculture and Consumer Services, including overall department charts and detailed division structure charts, maintained in Visio.
  • Performs other related work duties as required.
