About The Position

This is a professional position with a high level of responsibility. This position assists with the administration of the Department’s Employee and Labor Relations program functions to include disciplinary actions, grievances, arbitration, predetermination conferences, unemployment assistance appeals, discrimination complaints, collective bargaining issues, ADA Accommodations, Drug Free Workplace compliance, preventive measures associated with violence in the workplace, intermittent involvement with the Employee Assistance Program as well as related rules, policies and procedures.

Requirements

  • Knowledge of: concept of EAP and ADA; basic mathematic computations/calculations; personal computer operations; employee/labor relations; federal and state employment laws; and the principles of personnel administration.
  • Skill in: training, effective communications, written and verbal, interpersonal work relationships.
  • Ability to: maintain confidentiality and objectivity; plan, organize, and coordinate work assignments; utilize problem-solving techniques to analyze data; and maintain a professional rapport with all levels of management and diversity of people.
  • At least five years of verifiable related experience in employee/labor relations and the principles of personnel administration.
  • Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis.
  • A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

Responsibilities

  • Provides advice, guidance and assistance to management and agency employees regarding Employee and Labor Relations issues.
  • Provides guidance concerning the application and interpretation of employment laws, rules, departmental directives and management principles and practices.
  • Ensures compliance with applicable personnel rules, collective bargaining agreements, and department directives to encourage department-wide consistency and equity in applying them.
  • Provides training and guidance to agency employees on Employee Relations issues.
  • Makes specific recommendations regarding Employee Relations training needed to improve supervisor effectiveness.
  • Provides employee relations counseling to both management and staff.
  • Updates and assists in maintaining the employee relations case management system, provides statistics and reports when requested and advises supervisor of all pending personnel actions.
  • Ensures sensitive issues and recommendations are immediately discussed with supervisor and/or Human Resource Officer.
  • Assists with Performance Management duties and responsibilities for the department; provides performance management training and guidance to managers and employees as needed; responsible for ensuring the completion of all department evaluations and expectations annually.
  • Assist ER Manager with advising management of and coordinates activities related to the Agency’s Drug Free Workplace and Violence Free Workplace policies, including coordinating random drug testing for CDL drivers in the Department.
  • Serves as the Department ADA Coordinator and ensures compliance with all rules and regulations as it relates to accommodation requests.
  • Coordinates the completion of public record requests and employment verifications.
  • Creates and updates Excel, Word, and People First systems, spreadsheets, logs, processes, and documents.
  • Assists the Employee Relations Manager and the Human Resources Officer with special projects as needed.
  • Performs other duties as required and assigned.
