About The Position

Be part of the nation’s only repository for the disposal of nuclear waste known as Transuranic (TRU) waste. Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a Personnel Security (PERSEC) Manager and join our team located in Carlsbad, New Mexico.

Requirements

  • Bachelor’s degree with ten (10) years of professional experience, or Associate’s degree with fourteen (14) years of professional experience, or High School Diploma or Equivalency with eighteen (18) years of professional experience is required.
  • Must be able to obtain and maintain a DOE "Q" Clearance.
  • Ability to pass initial Drug Screen and at random intervals once employed.
  • Two (2) years of PERSEC experience required.
  • Supervisory experience required.
  • Must have good interpersonal skills in dealing with the public and good communications skills.
  • Must be 18 years of age.
  • Must be authorized to work and remain in the United States without SIMCO visa sponsorship now or in the future.
  • Must be able to obtain a Department of Energy badge for access to the WIPP Site (even if teleworking, must still be able to comply with security requirements to obtain a badge).

Nice To Haves

  • Active DOE "Q" Clearance preferred.
  • Five (5) years of nuclear experience is preferred.
  • Ten (10) years of PERSEC experience is preferred.

Responsibilities

  • Managing the Waste Isolation Pilot Plant (WIPP) Personnel Security (PERSEC) and Badging Program, Unclassified Foreign Visits & Assignments (UFV&A) Program, and other Security responsibilities as directed by the Safeguards & Security Program management team.
  • Oversee the facilitation and administration of the Department of Energy (DOE) Safeguards and Security Awareness and Education program for WIPP and Carlsbad Field Office (CBFO) personnel.
  • Provide information for Deliverable Reports.
  • Maintain, review, and update personnel security procedures.
  • Ensure assigned personnel maintain and update applicable databases.
  • Ensure assigned personnel perform Homeland Security Presidential Directive-12 (HSPD 12) Sponsorship duties in support of the personnel security section.
  • Perform annual assessments of PERSEC programs and recommend areas for improvement as applicable.
  • Oversee assigned personnel responsible for processing requests for new security clearances, reciprocations, extensions, upgrades, and terminations.
  • Ensure completed backgrounds for employment suitability are being reviewed by assigned personnel.
  • Review information in the Foreign Access Central Tracking System (FACTS) to ensure all DOE requirements are met.
  • Ensure that the Security plan documents the subject matter expert (SME) review, Host, and escort requirements as applicable.
  • Act as Foreign Travel Site Official Point of Contact as well as other duties as directed by the Security Manager.
