About The Position

In this role, you will serve as the primary personnel liaison and timekeeper for the Bureau of Property Management, a Bureau that includes over 200+ staff members that manage State owned and leased properties throughout the State. You will also help coordinate sensitive information and ensure that all confidential materials are handled with consistency, quality, and timeliness. Qualified candidates must possess the equivalent of four years of college and at least three years professional experience in Human Resouruces The ideal candidate will bring strong organizational and time management skills, the ability to balance multiple priorities in a fast paced environment, effective analytical and problem solving capabilities, at least two years of professional human resources experience, and experience gathering data, preparing reports, and supporting smooth office operations. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in human resources or labor relations for a public or business organization.

Nice To Haves

  • Prefers three (3) years of professional experience in human resources.
  • Prefers three (3) years of professional experience in understanding and interpreting labor relations and collective bargaining unit contract language.
  • Prefers two (2) years of professional experience with staff utilization or developing and planning future personnel needs.
  • Prefers extensive knowledge of Microsoft Office Suite software applications.
  • Prefers two (2) years of professional experience with developing and implementing standard operating policy and procedures.

Responsibilities

  • Under general direction of the Deputy Director of the Bureau of Property Management (BOPM), serves as the bureau’s Personnel Liaison with Human Resources, Payroll, Budget, and Labor Relations Offices for job classifications, job postings, employee evaluations, Family Medical Leave Act (FMLA) requirements, service and non-service-related Leave of Absence (LOA) paperwork, overtime approvals, initiating Position Action Requests (PARs), vacancies, headcount, etc.
  • Under the direction of the Deputy Director, formulates, implements, and executes policies and procedures for the management process of BoPM.
  • Serves as the primary timekeeper for BOPM staff and as a backup timekeeper for regional Facilities Management Division timekeepers.
  • Conducts confidential reports, investigations, studies, analysis, and special assignments related to the day-to-day operation of each division, including the study of facilities management, division goals, and objectives.
  • Under the direction of the Deputy Director, resolves sensitive issues on an individual basis and directs appropriate staff members or division members to take corrective action as necessary.
  • Prepares responses to inquiries related to Property Management for the Governor's Office Mail Control, the Office of Executive Inspector General's (OEIG) office, and any other State Agencies as directed.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
