About The Position

The Department of Environmental Services (ENV) and the Honolulu Police Department (HPD) are each hiring for a Personnel Clerk I. The ENV vacancy is full-time temporary (limited-term appointment [LTA]) and located in Kapolei. The HPD vacancy is full-time permanent and located in Honolulu.

Requirements

  • Citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
  • Equivalent to graduation from high school. Responsible work experience demonstrating the ability to perform the essential functions of the job may be substituted for education.
  • Three (3) years of clerical experience, one of which shall have involved work relating to personnel activities.
  • Knowledge of various types of personnel transactions and procedures for processing thereof, and methods for personnel recordkeeping
  • Knowledge of office practices and procedures and use of standard office equipment
  • Ability to understand and interpret laws, rules, regulations, policies, procedures and pertinent provisions of various bargaining unit agreements
  • Ability to deal tactfully with employees and the public
  • Possession of a valid driver's license (Type 3/automobile), as required.

Nice To Haves

  • Business school or college-level credits from an accredited college or university will substitute on a year-for-year basis for up to two of the required three years of general clerical experience.

Responsibilities

  • Prepare and process a variety of personnel transactions such as new hires, transfers, promotions/demotions, reallocations, resignations, leaves, temporary assignments, suspensions, etc.
  • Audit payroll and leave forms.
  • Prepare and process various forms such as medical insurance, personal history statement, workers' compensation, etc.
  • Prepare and distribute vacancy announcements.
  • Perform preliminary checks.
  • Monitor selections made to ensure timeliness and conformance to established rules and regulations.
  • Advise departmental staff and/or the public regarding bargaining unit contracts, memoranda of agreement, class data and Civil Service/Federal/State laws, rules, regulations and policies regarding employment.
  • Perform other related duties as assigned.
