Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in accounting, finance, or a related field.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting or finance, preferably with a focus on personal services for a public or business organization.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.

Nice To Haves

  • Prefers two (2) years of experience creating, developing, and managing complex, multi-million-dollar budgets for multiple program areas.
  • Prefers extensive knowledge of the Personnel Codes, Rules, Position Classification Plans, Pay Plans, Collective Bargaining agreements, and other related hiring policies, procedures, processes, and guidelines derived therefrom.
  • Prefers a bachelor’s degree in accounting, finance, economics, business administration, or a related field or equivalent experience.
  • Prefers extensive knowledge of staff utilization, compensation, employee turnover, and labor agreements.
  • Prefers three (3) years of professional experience with data management using Microsoft Office Suite, i.e. Excel, Access, Word, and PowerPoint as well as a working knowledge of financial systems such as Systems Applications & Products (SAP).

Responsibilities

  • Under the administrative direction of the Budget Division Manager, performs a wide variety of highly complex advanced level Budget Analyst duties, often of a highly confidential and sensitive nature, to facilitate management decisions.
  • Organizes, plans, executes, manages, and evaluates personal services issues within the Agency, such as funded headcount versus onboard headcount, hiring lag, turnover savings, special pay spending, and prepares recommendations and cost analysis.
  • Serves as Personal Services Budget Analyst for all CMS, focusing on issues and programs that impact operations and services provided and measures impact to determine a course of action.
  • Serves as full line supervisor.
  • Conducts exercises to develop formal agency Personal Services appropriation requests and budget submissions and determines legislative impacts where necessary.
  • Follows guidance and criteria from officials of the Governor’s Office of Management and Budget (GoMB) for the Agency’s annual budget and other projects throughout the year.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
