About The Position

The Cache County Assessor's Office is seeking a Personal Property Specialist to perform working-level clerical and technical duties related to the discovery, assessment, valuation, taxation, billing, and record maintenance of personal property within the county. This includes manufactured homes, business personal property, and transitory property, along with related exemption reviews. The role serves as the initial point of contact for the public, handling inquiries and directing calls. This is a full-time position with benefits, typically working Monday to Friday, 8 a.m. to 5 p.m., offering weekends off, 14 paid holidays, and ample personal leave time. Requirements

  • Graduation from high school or equivalent; AND 2 years of experience in personal property assessment, property tax administration, appraisal support, accounting, finance, business licensing, collections, records management, customer service, real estate, or closely related work
  • OR
  • An associate degree in accounting, finance, business administration, public administration, economics, real estate, appraisal, or a related field plus 1 year of related experience

Responsibilities

  • Performs ongoing discovery, tracking, and documentation of manufactured homes, business personal property, and transitory personal property to ensure proper valuation and taxation.
  • Monitors community business starts through available sources such as business licensing records, Uniform Commercial Code (U.C.C.) reports, public records, and site inspection information to ensure taxable personal property is accounted for on the tax rolls.
  • Monitors business licensing renewals within the county to assist in the proper identification, discovery, and assessment of personal property.
  • Uses the Personal Property Valuation Schedule, depreciation schedules, value tables, property classifications, and applicable office procedures to calculate assessment values and tax liabilities.
  • Prepares and mails business and manufactured home personal property declaration sheets, affidavits, notices, and related correspondence to newly established and existing businesses or property owners.
  • Reviews declarations, affidavits, account records, and supporting documentation; updates account records; processes personal property declared as taxable; identifies property classifications; and verifies increases, reductions, exemptions, additions, and deletions in taxable personal property.
  • Updates office records, files, and assessment systems to include additions to the tax roll and changes in taxable personal property.
  • Calculates market values, taxable values, and taxes due; prepares tax billings; verifies account information; and assures timely mailing or issuance of tax notices and billings.
