About The Position

Wood is recruiting a Permitting Coordinator to join our Project business supporting one of our client partners on a long-term brownfield Oil & Gas EPCM Contract and a growing pipeline onshore work in maintenance, operations and engineering. This opportunity is a 12-month contract role based in Singapore.

Requirements

  • Degree/Diploma in Civil/Structural Engineering or Architectural with at least 5 years of working experience in Civil/Structural Consultants or Architectural firm dealing in Industrial Projects eg Refinery / Petrochemical / Chemical /Power/Pharmaceutical Plant Projects.
  • Knowledge of Local Authorities Codes and Regulations and conversant in submission procedures.
  • Permitting experience in Indonesia and Indonesia authorities
  • Strong communication with inter-personal skill and initiative

Responsibilities

  • Act as the focal point for all the Government Authorities Permitting activities, submissions and approvals for the Project.
  • Monitor the overall execution of work scope in accordance with applicable Project Procedures and Work Instructions, including WOOD and/or Client Project Procedures on Safety and Quality Control.
  • Reviewing the Permitting Schedule prepared by the Project Team ensuring that the timeline is achievable basing on Authorities Approval timeframe.
  • To input to Project Team any new regulations or amendment to regulations that will be implemented by the Authorities.
  • Preparation of the requisition for the services of a Consultant to act as Qualified Person (QP) for the Project.
  • Preparation of the requisition for the services of an Authorised Examiner for the registration of all the statutory pressure vessels to the Ministry of Manpower.
  • Evaluate the bidding packages for the Consultants and Authorised Examiner.
  • Organising and participate in the tender interviews for the Consultants.
  • Monitoring the progress of the production of Authorities documentations and calculations by the different disciplines to meet the submission schedule.
  • Monitoring the progress of the detailed project schedule of Authority Approvals.
  • Expediting the timely issue of documents by each party as applicable.
  • Organise regular review meetings with all parties involved and follow up with matters raised during such meetings
  • Co-ordination with the Consultants ( Qualified Person ), M & E PE, Third Party Consultants such as Accredited Checker, Registered Inspectors, Authorised Examiners and Government Authorities for any clarification that might be required during the Project execution.
  • Arranging with QP and AE for any clarifications required by the Project Team and issue minutes of meeting as necessary.
  • Co-ordination with Owner and all Consultants and Construction teams during the progress of Construction and Inspection phases.
  • Arrange with Consultants and Authorised Examiner to meet up with Construction Team for any site clarifications in respect to Authorities requirements.
  • Preparing the Authorities inspection requirements and schedule for Construction during the TOP/CSC stage.
  • Monitor the Construction progress on the relevant work scope to ensure timely completion to meet with the Temporary Occupation Permit (TOP) / Certificate Of Statutory Completion (CSC) Inspection schedule.
  • Preparing the inspection requirements and schedule for Construction
  • Disseminate the relevant project information among the assigned team members and ensure that adequate information is available at any stage of work.
  • Ensure Project Filing is maintained as per Quality Procedures.
  • Liaise with other Groups as necessary.
  • Carry out Proper Closeout of all Project related work.
  • Attend internal FW and Vendor co-ordination meetings and engineering review meetings in order to establish full understanding of scope of supply/work.
  • Attend all Project Meetings as required.
  • Attend Quality Audits as required.
  • Update Progress Report for the PEN-PC Discipline of all activities performed within the reporting timeline.
  • Assist sub-Contract group to close out the Consultant and Authorised Examiner contracts.
  • Prepare Lessons Learnt in the Project.
