About The Position

Parsons is seeking an experienced Permitting Coordinator to join our Federal Solutions team. The successful candidate will bring extensive experience coordinating federal, state, and local environmental and construction permits for complex industrial and DoD-related projects. Parsons delivers programs on federal installations and industrial sites subject to rigorous environmental and safety regulatory frameworks. Candidates must be organized, knowledgeable about the regulatory landscape, and effective at working with agencies and multi-party project teams. This role provides the opportunity to lead permitting strategy on major defense and industrial manufacturing programs while strengthening Parsons’ environmental and regulatory capabilities. Position requires coordination with project teams and regulatory agencies, with travel as needed to support agency meetings, site visits, and permitting reviews. This position is based near Little Rock, Arkansas and is part of a 4–5 year contract. During the first year, remote work is permitted. After the first year, the selected candidate will be required to either reside within commuting distance of Little Rock, AR or be willing to relocate to the area.

Requirements

  • 10+ years of experience coordinating federal, state, and local environmental and construction permits for industrial, infrastructure, or DoD-related projects.
  • Demonstrated experience with NEPA processes and coordination with USACE and state environmental agencies.
  • Bachelor’s degree in Environmental Science, Engineering, Planning, or a related field preferred; equivalent experience considered.
  • Strong knowledge of federal and state environmental regulatory frameworks applicable to industrial and federal facilities.
  • Excellent organizational, writing, and agency-facing communication skills.
  • Ability to work effectively with multi-party project teams and regulatory stakeholders.
  • Ability and willingness to support agency meetings and site-related permitting activities as required.
  • Must be able to pass a general background check.
  • Must be able to speak fluent English (ability to speak Korean is a plus)

Nice To Haves

  • Prior experience on defense installations, ammunition/energetics facilities, or other high-hazard process plants.
  • Familiarity with DoD explosives safety board coordination and related facility siting requirements.
  • Experience with air, water, waste, and construction permitting for industrial facilities.
  • Professional certifications in environmental management or permitting advantageous.

Responsibilities

  • Ensure that all required environmental, construction, and operational permits are identified, obtained, and maintained on schedule.
  • Manage agency relationships, track compliance obligations, and coordinate permitting inputs with design, construction, and client teams so that permits do not become critical-path constraints.
  • Identify, track, and manage the full suite of federal, state, and local permits required for complex industrial and federal facility projects.
  • Coordinate NEPA and related environmental review processes and documentation.
  • Manage relationships and correspondence with regulatory agencies including USACE, state environmental agencies, and installation public works / environmental offices.
  • Support coordination of explosives safety and related federal safety board reviews as they intersect with facility permitting and siting.
  • Develop and maintain permit matrices, schedules, and compliance tracking tools.
  • Ensure design and construction activities remain aligned with permit conditions and application commitments.
  • Prepare or review permit applications, supporting studies, and agency submittal packages.
  • Identify permitting risks and constraints early and recommend mitigation strategies to project leadership.
  • Provide clear permitting status reports and briefings to project teams and clients.
