About The Position

Kinder Morgan is seeking a detail-oriented and collaborative Project Permitting Systems and Program Specialist to support the company’s land disturbance, construction, environmental permitting, and regulatory-verification processes. This position will serve as the program lead and primary administrator for the O&M 1205 process within the Maximo Management of Change system, providing ongoing oversight of the program and its supporting system workflows. The role will also lead a cross-functional initiative with Project Permitting, Regulatory Compliance Systems & Support (RCSS), and IT to redesign and enhance the end-to-end O&M 1205 process. The ideal candidate will bring project leadership, system administration, process improvement, data analysis, training, and stakeholder-coordination skills. Working across Project Permitting, RCSS, IT, Operations, Land, Regulatory, EHS, and business units, this position will promote consistent execution of O&M 1205 requirements, resolve system and workflow issues, develop user guidance and training resources, and strengthen process efficiency, data quality, and compliance oversight. The position will also administer and support the Monthly Regulatory Verification (MRV) process for Project Permitting. Responsibilities include routinely reviewing the MRV database, identifying items requiring Project Permitting evaluation, coordinating and assigning applicability reviews, tracking completion, and supporting the accuracy and integrity of Project Permitting-related regulatory data. Position level, job title and pay will be determined by candidates’ level of experience and skill.

Requirements

  • Bachelor’s degree in Environmental Science, Engineering, Information Systems, Project Management, or a related field, or equivalent relevant experience.
  • Three or more years of experience supporting environmental compliance, project permitting, management-of-change processes, business systems, or a comparable regulated operational program.
  • Strong project and process management skills, including the ability to coordinate multiple priorities, stakeholders, deadlines, and follow-up actions.
  • Advanced Excel and data-analysis skills, with the ability to reconcile large datasets, identify gaps or trends, and produce clear reports.
  • Excellent written and verbal communication, training, facilitation, troubleshooting, and customer-support skills.
  • A current, valid state-issued driver’s license and a satisfactory driving record, as determined by the Company, are required.

Nice To Haves

  • Experience administering or supporting Maximo, a management-of-change system, or another enterprise workflow or compliance application is preferred.
  • Experience with Palantir or a similar business intelligence, data visualization, and AI-enabled analytics platform is preferred.
  • Knowledge of environmental permitting, land disturbance or construction review, regulated-industry compliance, and environmental management systems is preferred.
  • Experience leading cross-functional technology or process-improvement projects through requirements, design, testing, implementation, and change management is preferred.

Responsibilities

  • Serve as the program lead and primary business administrator for the O&M 1205 land disturbance, construction, and environmental permitting review process within the Maximo Management of Change system.
  • Administer and monitor O&M 1205 workflows from project initiation through closure, including assignments, screenings, approvals, authorizations, required follow-up actions, and supporting compliance documentation.
  • Maintain accurate Project Permitting assignments, locations, responsible-person records, and related reference data in Maximo and associated compliance systems.
  • Monitor program activity, overdue actions, and data quality, and develop reports and analyses to support program oversight and leadership visibility.
  • Lead the cross-functional initiative with RCSS and IT to redesign and enhance the O&M 1205 process within the Maximo Management of Change system, including requirements development, workflow design, testing, implementation, and post-go-live support.
  • Coordinate with business stakeholders and technical teams to document requirements, prioritize enhancements, resolve system issues, validate changes, and support user acceptance testing.
  • Develop and maintain training materials, job aids, communications, and user guidance supporting the O&M 1205 procedure and Maximo Management of Change process.
  • Coordinate annual O&M 1205 training activities, including training assignments, training-matrix reviews, and collaboration with LMS administrators to ensure appropriate employee populations receive required training.
  • Support system implementations and significant process changes through user communications, training sessions, command-center support, and other change-management activities.
  • Partner with Operations, Land, Regulatory, EHS, Remediation, Codes and Standards, and other stakeholder groups to clarify responsibilities, improve handoffs, and promote consistent implementation across business units.
  • Provide day-to-day user support, troubleshoot workflow, assignment, and access issues, and coordinate resolutions with RCSS, IT, and other system administrators.
  • Review procedures, reports, and system workflows, and lead improvements that strengthen compliance, simplify the user experience, and reduce manual effort.
  • Serve as the Project Permitting lead for the Monthly Regulatory Verification (MRV) program and application, coordinating the review of new and pending regulatory items for applicability.
  • Manage Project Permitting reviewer and business-unit assignments, monitor pending and unassigned items, coordinate follow-up with subject-matter experts, and track required actions through completion.
  • Support monthly MRV review activities and help ensure applicability determinations, responses, and resulting compliance-system actions are accurately documented and completed on schedule.
  • Prepare and communicate MRV reports and dashboards, identify data-quality or reporting issues, and coordinate system corrections and enhancements with RCSS and IT.
  • Provide user support for MRV application access, assignments, reports, and workflow questions.
  • Collaborate with RCSS to design, develop, enhance, and maintain Palantir dashboards and data-analysis solutions supporting Project Permitting and regulatory compliance activities.
  • Use available data and technology to improve visibility into program performance, identify trends and potential risks, support regulatory and project-permitting decisions, and provide actionable insights to business stakeholders.
  • Identify opportunities to leverage automation, AI-enabled capabilities, and other technology solutions to improve reporting, data quality, and process efficiency.
