About The Position

The Pima County Regional Wastewater Reclamation Department is hiring a Permit Regulatory Compliance Officer to lead and supervise the Industrial Wastewater Control team. This team of twelve (12) staff is responsible for the enforcement of the National Pretreatment Program through the inspection and permitting of industrial activities, with the goal of preventing pollution into our sewers. The team also has an active FOG program, which ensures that fats, oils, and greases are properly managed by restaurants and do not create downstream sewer hazards.

Requirements

  • Bachelor’s Degree from an accredited college or university with major in natural resource management, civil or sanitary engineering, management, biological science, chemistry, environmental technology, environmental science or environmental engineering, or a related field as determined by the department had at the time of recruitment AND four years of experience in environmental permit administration INCLUDING one year of supervisory experience (which may be concurrent with general experience).
  • Relevant experience and/or education from an accredited college or university may be substituted.
  • OR: Two years of experience with Pima County as a Permit Regulatory Compliance Coordinator, Environmental Planning Manager, OR three years of experience with Pima County as an Environmental Analyst.
  • Qualifying education and experience must be clearly documented in the "Education" and “Work Experience" sections of the application.
  • Valid driver license is required at time of application.
  • Valid AZ driver license is required at time of appointment.
  • The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures.

Nice To Haves

  • Bachelor's degree in engineering, chemistry, environmental science, or related STEM field.
  • Minimum two (2) years supervisory experience.
  • Experience within the last 5 years working with code enforcement and compliance, such as permitting, fee assessments, notices of violation, hearings, and negotiated settlements.
  • Experience/knowledge of within the last 5 years of industrial discharge management, such as pretreatment programs, FOG management, discharge calculations, and pollution prevention outreach.
  • Experience conducting site-specific inspections, such as investigations of point source monitoring and surveillance.

Responsibilities

  • Supervises, trains, and evaluates professional and technical staff to ensure effective performance and regulatory compliance
  • Oversees the development, submission, maintenance, and archiving of County, state, and federal operating permits, reports, forms, and records
  • Prepares, negotiates, and secures permits for new construction and facility modifications, including meeting with regulatory agencies to establish permit conditions
  • Monitors wastewater facilities and associated permits to ensure compliance with environmental regulations and permit conditions, submitting required compliance reports
  • Collects, reviews, coordinates, and validates permit-required data, ensuring monitoring frequencies and parameters meet regulatory standards and resolving noncompliance issues
  • Drafts response letters, negotiates corrective actions with regulatory agencies, and participates in appeals processes and hearings related to permit violations
  • Interprets environmental laws, reviews proposed legislation and regulatory changes, and provides recommendations and formal comments to represent departmental interests
  • Represents the Department and County on committees and in interactions with regulatory agencies regarding permitting and compliance matters
  • Develops and implements short- and long-range plans, prepares reports and proposals for new projects, and conducts research and special studies
  • Develops and monitors the division budget, consults with and trains management staff on compliance reporting, and responds to public information requests and complaints
