About The Position

Supervises a team of Permanency Specialists for the Foster Care Program, driving permanency attainment for youth through adoption and guardianship, and potentially supporting reunification initiatives. Provides clinical oversight for assessments, treatment planning, workflow management, and court advocacy. Leads continuous quality improvement for the Foster Care & Adoption Program by collecting and reporting data from various departments to leadership.

Requirements

  • Master’s degree in social work or other human services related field.
  • CWEL and CERAP certifications.
  • Two years of relevant experience in child welfare and/or human services.
  • Knowledge of issues surrounding children with intellectual, and developmental disabilities, autism, and emotional/behavioral disorders.
  • Ability to perform CPR and CPI.
  • Corrected vision and hearing within normal range.
  • Ability to operate a motor vehicle.

Nice To Haves

  • At least two years administrative and/or supervisory experience.
  • Familiarity with DCFS rules and procedures specifically pertaining to adoption, subsidized guardianship, and the juvenile court system.

Responsibilities

  • Ongoing supervision of Permanency Specialists for the Foster Care and Adoption Program aligned with DCFS policies and procedure.
  • Hiring, promoting, training, discharging, and evaluating the team of Permanency Specialists.
  • Preparing well-written and timely case documentation (e.g., Supervision Notes, Subsidy Packets) on a minimum of a monthly basis, and evaluating/approving Permanency Specialists' written documentation.
  • Conducting monthly staffings with Permanency Specialists teams.
  • Participating in internal and external multidisciplinary meetings, CFTMs, clinical, supervisory, department, and all-staff meetings.
  • Ensuring LCF and DCFS policies and procedures are implemented by Permanency Specialists to promote best practice and positive outcomes for youth.
  • Liaising with DCFS, including the Agencies Performance and Measurement Team (APME), monthly to review cases and program compliance.
  • Attending court hearings, Administrative Case Reviews, CIPPs, Clinical Staffings, and other DCFS or community meetings to support the case management team and promote youth safety, well-being, and permanency.
  • Participating in weekly 1:1 supervision with supervisees to monitor workflow, case assignments, subsidy completion deadlines, policy compliance, and job responsibilities.
  • Attending DCFS, LCF, and other required trainings, with annual updates for CPR/First Aid, Blood Borne Pathogens, and NCI.
  • Training staff, foster parents, volunteers, and/or interns as needed.
  • Contributing to program manuals (New Employee Manual, On-Call Binder, Foster Parent Implementation Plan, Adoption Manual) to promote program compliance and best practice.
  • Managing the workflow of the case management team, including case assignments in line with DCFS policies and weighted case assignment requirements.
  • Ensuring team members function professionally and ethically, and that services comply with licensing regulations and applicable laws, including confidentiality.
  • Working cooperatively with other program managers on strategic plans and goals.
  • Engaging in continuous quality improvement (CQI), including creating and monitoring systems for data tracking and analysis for DCFS Dashboard, CARF, APME reports, CQI tracking reports, and internal outcome measurements.
  • Reporting CQI data to Program Directors and VP monthly.
  • Meeting program outcomes and benchmarks established annually and reviewed quarterly in supervision.
  • Monitoring case record and file compliance monthly with office managers and department leadership.
  • Ensuring records are maintained according to DCFS Administrative Procedure 5, Medicaid, or Rule 402.
  • Systematically collecting information about program activities, characteristics, and outcomes to assess, improve, and inform future development.
  • Planning, coordinating, collecting, evaluating, and reporting data related to performance indicator outcomes quarterly at staff, executive, and/or board meetings.
  • Representing the agency positively in the community and interacting cooperatively with staff.
  • Teaming with recruitment/intake, foster care, and clinical teams for monitoring and development of program procedures, and monitoring the safety of youth in agency-licensed foster homes.
  • Responsible for all safety activities in the workplace and reporting accidents and safety hazards.
  • Promoting staff development through team building activities, outings, retreats, and training.
  • Reporting all incidents of abuse and neglect immediately as a mandated reporter and encouraging this practice within the CWS team.
  • Documenting all Hotline reports via significant event report.
  • Reporting licensing violations or concerns to the licensing team within 24 hours and engaging in follow-up actions.
  • Engaging in internal staffing to proactively stabilize at-risk placements or manage crisis situations.
  • Creating monthly reports as required by supervisor and/or DCFS to monitor program compliance.
  • Ensuring the implementation of all DCFS and Little City policies and procedures.
  • Maintaining a current American Heart Association certification in First Aid and CPR.
  • Successfully completing all required training, re-training, and any additional training as required.
  • Performing other duties as assigned by supervisor.
