About The Position

Provide technical and analytical expertise in the evaluation, assessment, and review of assigned programs and provide insights and process improvements to more effectively and efficiently meet the goals of the agency. Provide technical support to the District Maintenance Engineer in delivering district maintenance and asset management programs. Oversee performance of asset inventory and data collection programs, winter weather program and customer service requests.

Responsibilities

  • Serve as the District point of contact for the Asset Management System (AMS) and Work Accomplishment Reporting System (WAR).
  • Produce district reports on AMS and WAR using collected data and communicate with maintenance areas on status.
  • Prepare and submit budgets as needed, providing guidance and technical assistance during budget preparation.
  • Monitor expenditures and analyze data for planning and program requirements, review funding requests, perform cost analyses, and determine fund transfers.
  • Ensure maintenance managers and staff monitor and respond to severe weather events in a timely and responsible manner, and provide support for the district-wide emergency response team.
  • Ensure administrative functions of emergency response and severe weather programs are carried out, including organization, planning, documentation, and evaluation.
  • Participate on district and statewide maintenance leadership committees, attend meetings, prepare and present required reports, and share committee information with district maintenance staff.
  • Provide leadership and support in all aspects of the district maintenance program and support statewide maintenance program coordination efforts.
  • Develop, maintain, and communicate identified changes to policies or procedures as a result of periodic review and audit, ensuring all stakeholders are accounted for and the full scope of impact of policy changes are considered before implementation.
  • Coordinate any proposed changes with leadership and stakeholders across the agency.
  • Coordinate the development of budget, procedures, training, implementation, interoperability, interpretation, and oversight of assigned programs in coordination with Division Leadership.
  • Develop procedures that provide consistency and uniformity and make recommendations on programmatic changes based upon documented best practices and sound guidance.
  • Develop and implement policies, procedures, and guidelines to ensure project quality and compliance.
  • Perform evaluation of correctable non-compliance items identified in Improvement Reviews in accordance with applicable law, regulations, and internal processes to determine whether corrective actions have been taken.
  • Perform comprehensive reviews on complex construction and maintenance, equipment, or safety projects as assigned within the scope of program areas.
  • Evaluate engineering, process, and management actions and determine compliance with expected requirements of each activity in compliance with applicable Standard Operating Procedures (SOP) and internal management performance goals.
  • Manage time and adjust priorities as needed.
  • Conduct research and provide technical assistance to customers on a wide variety of roadway design, maintenance, equipment, and/or safety related areas as assigned.
  • Inspect and inventory condition ratings for Stormwater Management Basins throughout the district.
  • Develop and manage inventory addition intake processes and establish procedures and methodology for registering new inventory at the district level.
  • Coordinate the flow of information to and from others that contributes to project plan development and execution.
