About The Position

The Performance Management System Administrator coordinates agency-wide performance management operations through functional system administration, program implementation, policy support, reporting, and user training. The position administers the North Carolina Valuing Individual Performance (NCVIP) system, manages recurring performance management activities, coordinates system and process improvements, develops training and user-support resources, and provides backup administration for the agency’s Learning Management System (LMS). Key Duties Include: • Administer performance management system functions such as employee groups, goal assignments, performance record security, high-volume transactions, and data maintenance. • Coordinate annual performance management cycles, implementation activities, work plans, deadlines, stakeholder actions, and issue follow-up. • Interpret performance management policies and procedures for use in system processes, operational guidance, training content, and individual case resolution. • Troubleshoot system, access, data, or process issues and coordinate resolutions with Human Resources staff, technical partners, trainers, or statewide stakeholders. • Develop and validate reports used to monitor completion, identify exceptions, evaluate program activity, and support management decisions. • Assess user-support and training needs and develop job aids, user guides, process documentation, facilitator materials, or other instructional resources. • Deliver classroom, virtual, group, or individual training and coaching for employees, supervisors, Human Resources staff, trainers, or other system users. • Evaluate system use, participant feedback, policy changes, or recurring process issues to revise training, guidance, and program procedures. • Provide backup administration for the Learning Management System, including user support, reporting, training content maintenance, or assigned system activities.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three years of training development experience in a progressive training or teaching role OR An equivalent combination of education and experience

Nice To Haves

  • Demonstrated experience administering an HR system such a Human Resources Information System, Learning Management System (preferably LMS), performance management platform (preferably NCVIP).
  • Documented experience coordinating recurring programs, system implementations, process changes, project activities, stakeholder assignments, work plans, or time-sensitive deliverables.
  • Proven experience interpreting and applying human resources, performance management, training, regulatory, compliance, or organizational policies within a program or system process.
  • Demonstrated experience developing or delivering system and process training, such as online course content (eLearning), job aids, user guides, virtual instruction, classroom instruction, demonstrations, facilitated discussions, or individual coaching.
  • Documented experience researching system or process issues, reviewing reports or data exceptions, and providing guidance based on operational results.
