About The Position

The Controller's Office is seeking a Performance Analyst II to join the City Performance team within the City Services Auditor (CSA). This team works to monitor and improve the overall performance and efficiency of City Government by supporting departments in making data-driven decisions, aligning programming with resources, and providing tools for innovation. The role involves consulting services to various departments to streamline processes, conduct analyses, promote collaboration, and foster transparency and accountability. The ideal candidate is a critical thinker with experience in analysis and problem-solving, preferably with public sector experience. Strong communication and organizational skills are essential, along with expertise in quantitative and qualitative data analysis, process improvement, project management, stakeholder engagement, facilitation, performance management, and public procurement and contracting. The position is a Permanent Exempt (PEX) appointment, serving at the discretion of the Appointing Officer for a duration not exceeding 36 months. The City Performance team operates on a hybrid/remote weekly schedule, with staff working four days in person at City Hall and one day remotely.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university in business or public administration, statistics, the social sciences, humanities, or a related field.
  • Two (2) years of experience performing complex policy analysis, project management, public administration, or consulting; functional understanding of local government operations.
  • A master's degree in business or public administration, public policy, statistics, or a related field may be substituted for one (1) year of the required experience.

Responsibilities

  • Create data analysis plans, and gather, analyze, and visualize qualitative and quantitative data.
  • Use statistical and data visualization software programs (e.g., Excel, R, PowerBI, ArcGIS, etc.).
  • Design, implement and analyze data from interviews, focus groups, and surveys; conduct policy, benchmarking, and best practice research.
  • Develop dashboards, presentations and reports explaining complex data to a variety of audiences.
  • Help departments identify, develop and implement robust performance measures to measure progress and help drive policy and program decision-making.
  • Conduct research, policy analysis, and stakeholder engagement to answer policy questions and summarize key themes and issues through project work, and draft reports and other materials to clearly present findings and actionable opportunities.
  • Use a variety of techniques to identify and design improvements to operational challenges, including continuous improvement methods such as Lean Process Improvement.
  • Produce high-quality, detailed and accurate project deliverables with clear insights, findings, and/or recommendations and opportunities.
  • Develop scopes of work and manage consultant contracts to provide expert technical assistance to City departments.
  • Facilitate meetings, workshops, and ongoing working groups to enable City stakeholders to collaborate on initiatives and improve programs and policies.
  • Foster collaborative relationships with City Performance teams and department stakeholders.
  • Prepare and deliver reports, dashboards, and/or presentations to communicate project results to the public and City stakeholders.
