About The Position

Support the Information Services Division. Salary is up to $95,000 based on education and experience. This is an on-site position located in Oklahoma City, OK. Position Summary The PeopleSoft Security Administrator is responsible for designing, implementing, and governing all aspects of PeopleSoft security for the State of Oklahoma enterprise environment. This role ensures compliant access management, supports system functionality, coordinates with Identity and Access Management and Oracle teams, maintains secure environments across all instances, and drives security enhancements to support statewide financial operations. Responsibilities include managing permission lists and roles, maintaining user access across Azure AD/Oracle Identity Cloud Services, supporting audits, validating security through upgrades, and providing expert-level governance of PeopleSoft security policies.

Requirements

  • Requirements include a bachelor’s degree in Information Technology, Computer Science, Management Information Systems, Cybersecurity, or a related field and 3+ years of direct experience administering PeopleSoft security, including Permission Lists, Roles, Row‑Level Security, Menu/Component access, and Tableset security.

Nice To Haves

  • Strong understanding of PeopleSoft security architecture, Identity and Access Management/Oracle Identity Cloud Services/Active Directory integration, and PeopleTools platform.
  • Experience with Oracle SR processes, CEMLI lifecycle, and enterprise change governance.
  • Familiarity with operational standards, statewide FSCM modules, and compliance frameworks.
  • Familiarity with statewide governance processes for PeopleSoft FSCM.
  • Experience supporting hybrid On Prem & Oracle Cloud Infrastructure PeopleSoft environments.

Responsibilities

  • Security Architecture & Role/Permission Administration Understand and apply OMES security policies to create and maintain PeopleSoft security objects, including Permission Lists using OMES naming conventions and assigning appropriate Menu/Component access levels (Read Only, Update, Update All, etc.) Assign Permission Lists to existing roles or create new roles and associate required permissions Ensure correct row level security (Agency ID, SetIDs, process groups, business units) through security objects and backend configurations, including updates requested by agencies (as reflected in provisioning conversations) Configure and maintain Route Control Profiles for Department IDs, Operating Units, and other functional structures Create and govern Business Units and associate them to TableSets using Permission List and Unit security mappings
  • User Provisioning, IAM, IDCS & SSO Collaborate with the IAM team to ensure user accounts are created with the correct roles and PeopleSoft security assignments, ensuring provisioning accuracy for agency access needs Create and manage IDCS user access for PeopleSoft SSO login, including updates to user roles, Azure AD group policies, and identity mapping configurations Validate user preferences for modules such as General Ledger, e Pro, Purchasing, and Contracts, ensuring accurate functional access and process group setup Support functional teams by adjusting security policies (roles, process-level access) based on new requirements and document all changes thoroughly for governance compliance
  • Query Security & Sensitive Data Governance Create new PeopleSoft Queries based on user requirements and assign query access to specific users or groups, ensuring proper record level role assignments Execute sensitive queries and securely share results with leadership, as only Security Admins and leads have required access to high risk records Review and validate Users’ Query access and ensure compliance with OMES’ sensitive data governance structure.
  • Environment, Admin & Non Prod Governance Support user account creation and cloning in Non PROD environments for testing, troubleshooting, or project needs Raise PCM requests to refresh Non Prod instances (P2T), follow OMES security retain policies, and validate environments post refresh to ensure functionality and security integrity Perform instance validation after PeopleSoft changes such as PUM upgrades, Tools upgrades, PT patches, and OS updates As PeopleSoft Admin, maintain Core HCM infrastructure components such as App Servers and Web Servers on Unix-based On Prem instances Maintain and update the internal consolidated URL page documenting refresh dates, PT versions, and instance usage statuses
  • Oracle Coordination, Enhancements & RFC Governance Create Oracle SRs (Service Requests) and work directly with Oracle for new requirements or customizations, enhancements Approve RFCs (Request for Change) as Security Admin after evaluating impact on existing environments; validate changes after execution to ensure compliance and stability
  • Testing, PTF Administration & Upgrade Validation Install and configure the PeopleSoft Test Framework (PTF) tool for DR validation, CEMLI testing, PUM upgrades, and feature rollout testing, generating scripts and coordinating validation with Oracle technical teams Participate in sprint meetings to discuss feature readiness, enhancements, feedback loops, and test coverage improvements with cross-functional teams
  • Cross Team Collaboration, Support & Service Desk Leadership Work closely with business and technical teams to understand requirements for new PeopleSoft features introduced via PUM or PeopleTools upgrades (e.g., Notifications, Workflows), and implement them across environments Monitor the Service Desk portal for security-related tasks (queries, roles, process access, IDCS updates) and collaborate with other teams to resolve tickets efficiently Create and manage DevOps tickets for better tracking and support coordination Document all security changes and share detailed updates with team leads for alignment and continuous improvement
  • Auditing, Compliance & Annual Treasurer Audit Work with the Treasurer’s team annually to audit all PeopleSoft Roles and Permission List access, ensuring compliance with statewide audit requirements and OMES security standards
