Requirements

  • 8+ years of hands-on experience supporting PeopleSoft HCM Time & Labor (v9.2) in large, complex environments.
  • Advanced knowledge of system configuration, batch job management, and technical troubleshooting.
  • Deep familiarity with Application Designer, Integration Broker, SQR/SQL, BI Publisher, SAP BusinessObjects, PUM, Fluid, and Elastic Search.
  • Experience with Agile, SDLC, and ITIL methodologies.
  • Demonstrated ability to gather requirements, create executive presentations, and support audits and open records requests.
  • Strong knowledge of security best practices, NIST standards, and multi-tenancy in a statewide ERP context.
  • Proven skill in preparing WCAG 2.1-compliant materials and supporting fiscal year-end processes.
  • Exceptional written, verbal, and interpersonal communication skills.

Nice To Haves

  • 10+ years’ experience with CAPPS program functional project management.
  • Extensive Texas public sector experience, supporting large networks of state government agencies.
  • In-depth knowledge of State of Texas policies and legacy statewide financial systems (SPRS, HRIS).
  • Experience providing Tier 2 Service Desk support for large agency networks.
  • Expertise in SQL actions for system data synchronization.

Responsibilities

  • Lead functional support and configuration for the PeopleSoft Time & Labor module (v9.2), including Fluid timesheet functionality and security.
  • Collaborate directly with stakeholders, CAPPS agencies, and Managed Services vendors to align system functionality with business needs.
  • Design, develop, implement, and maintain system configurations, rules, and integrations using technical tools such as Application Designer, Integration Broker, SQR/SQL, and BI Publisher.
  • Oversee batch job processing, troubleshoot issues, and ensure compliance with security best practices.
  • Interpret State of Texas HR policies and translate them into functional system requirements and code modifications.
  • Manage and support project lifecycles, including fiscal/calendar year-end processes, legislative changes, audits, and disaster recovery exercises.
  • Provide Level 2 Service Desk support, advanced troubleshooting, documentation, and training for agency users.
  • Ensure all digital content meets WCAG 2.1 accessibility standards and participate in SOC-1 audits.
  • Present to executive audiences and user groups; provide structured cross-training and mentorship for junior analysts.
