About The Position

Community Living British Columbia (CLBC) is seeking a People Services Client Partner (PSCP) to join their People & Culture team. This role, ideally based in Vancouver or Kelowna, reports to the Manager, People Services. The PSCP will serve as a trusted advisor to leaders within their portfolio, which includes the CLBC Finance Department and teams in Kelowna and surrounding areas. The primary responsibility is to empower internal clients to develop strong leadership and management capabilities, fostering an open, inclusive, and CLBC values-based workplace. The role involves partnering with leaders to plan, design, and deliver HR services, covering areas such as talent acquisition, workforce planning, performance management, labor and employee relations, health and safety, and organizational change. The PSCP will play a key role in shaping the employee experience and championing initiatives to ensure employees feel supported and valued.

Requirements

  • HR generalist with capabilities in a unionized environment
  • Proven business partner experience in a mid-sized organization
  • Understanding of organizational dynamics and strategic thinking
  • Strong consulting and project management experience
  • Effective communication skills at all levels of an organization
  • Proven track record of partnering with senior leaders and emerging talent to drive meaningful results
  • Ability to act as a credible partner and coach to clients
  • Bachelor’s degree in human resources, Organization Development, Business Administration, Psychology or any other behavioural science or a certificate/post-graduate diploma in human resources or an equivalent combination of experience, education and/or training
  • Minimum of 5 years of experience in human resources
  • Minimum of 3 years in a business partner role
  • Significant experience working in a unionized environment is required
  • Candidates must be currently residing in Vancouver or Kelowna

Nice To Haves

  • Ideally based out of the Kelowna office
  • Experience in a public sector organization is preferred but not required
  • Preference will be given to candidates with a CPHR designation
  • Preference is for someone who will be based out of Kelowna

Responsibilities

  • Provide human resources consultation to operational clients, serving as a key member of their leadership team to drive talent strategies that are aligned with CLBC's strategy and in alignment with the regions you serve
  • Provide guidance and counsel to client groups on issues related to collective agreement and legal compliance, organizational policies and procedures, and employee relations
  • Lead the design and implementation of HR programs and processes in the business, ensuring an effective, sustainable people strategy over the long term
  • Collaborate with internal program leaders to address client concerns proactively, and ensure business compliance with HR programs, as well as partner with business leaders to be accountable for the organizational health of the client group and workplace climate
  • Partner with specialists within the People and Culture Division to deliver comprehensive HR consultation, coaching and direction to client groups
  • Conduct organizational diagnosis of critical talent pipelines and designs and implements people strategies to mitigate mission-critical roles in collaboration
