About The Position

The Center for Security and Emerging Technology at Georgetown University (CSET) is seeking applications for a People Operations Manager to lead the strategic execution of CSET’s people-related processes. This role will lead talent acquisition, performance management, employee relations and engagement, and DEI initiatives at CSET. The People Operations Manager will serve as a core leadership partner, ensuring that people operations policies, processes and priorities support CSET’s mission and broader strategic goals. CSET is a research organization focused on studying the security impacts of emerging technologies, supporting academic work in security and technology studies, and delivering nonpartisan analysis to technologists and policymakers. CSET currently focuses on artificial intelligence, advanced computing and biotechnology.

Requirements

  • Bachelor’s degree in a relevant field
  • 6+ years of progressive experience in people operations or human resources
  • Demonstrated experience leading people-focused programs or initiatives
  • Experience with Workday, Interfolio, or similar HRIS/ATS Platforms
  • Familiarity with Qualtrics or similar survey software
  • Proficiency with office productivity tools like Google Docs/Sheets, Microsoft Office, etc.
  • Ability to work successfully in a collaborative matrixed/multi-disciplinary environment
  • Motivated, enthusiastic, intellectually curious and self-driven
  • Alignment with CSET’s mission, values and culture
  • Ability to work in the United States without employer sponsorship

Nice To Haves

  • Master's degree in Human Resources, Organizational Development, Industrial-Organizational Psychology, Business, Public Policy, or a related field

Responsibilities

  • Lead the development and execution of CSET’s talent sourcing and recruitment strategy, leading outreach efforts utilizing LinkedIn Recruiter, ATS platforms such as Workday and Interfolio, and other high-impact venues to source pools of qualified and diverse candidates.
  • Partner with hiring managers across the full recruitment lifecycle, from position description development through the offer, including interview logistics and hiring recommendations based on candidate interview performance and feedback.
  • Partner with External Affairs to design and execute recruitment-focused outreach via social media, targeted email, and events.
  • Track and analyze applicant data, using insights to strengthen the quality and diversity of candidate pools.
  • Partner with finance and leadership on compensation benchmarking.
  • Manage CSET's annual recruiting and people operations budget in partnership with the Financial Operations Manager, including forecasting, tracking expenditures, and ensuring spending aligns with hiring priorities and CSET goals.
  • Manage, coach, and develop a People Operations Specialist and/or contract talent acquisition support.
  • Partner with the Director of People and Operations to tailor Georgetown’s performance management procedures for CSET-use and support execution of the bi-annual performance review process.
  • Advise managers on performance-related matters, including documentation and corrective actions.
  • Lead the faculty reappointment and staff term extension process.
  • Maintain and update CSET’s internal performance review guidance and resources.
  • Lead CSET’s annual 360 review process, from survey deployment to analyzing and disseminating feedback.
  • Oversee CSET’s annual promotion cycle.
  • Serve as a thought partner to CSET’s leadership team; collecting, analyzing and presenting people data and insights to inform strategic decisions.
  • Manage CSET’s employee lifecycle experience, from recruiting and onboarding through offboarding, ensuring consistent, positive touchpoints and that materials stay current with GU requirements and CSET best practices.
  • Manage relations with campus HCM, Faculty Affairs, and HR; ensuring CSET personnel processes remain compliant and aligned with GU requirements.
  • Serve as the primary point of contact for all internal CSET employee relations matters; review feedback submitted through CSET’s formal channels, and mediate employee relations concerns, including formal grievances, with discretion, sensitivity, and sound professional judgment.
  • Lead programming and help shape strategic direction for CSET’s DEI initiatives, including oversight of the Inclusion Alliance.
  • Design and execute programs that build culture, strengthen engagement, and support employee wellbeing.
  • Monitoring trends and developments in AI, ML, biotechnology, and national security policy.
  • Contributing to CSET’s organizational development, including internal working groups, seminars, and discussions; and supporting and mentoring colleagues.
