About The Position

This is a strategic and functional centre for the Government People Function and human resources (HR) in the Civil Service. We enable and improve the delivery of recruitment, training, workplace policy, HR strategy and management excellence to over half a million civil servants. From recruitment to retirement, the Business Unit is at the forefront of working with ministers and departments to ensure the Civil Service is equipped to deliver for UK citizens. The Civil Service and Royal Mail Pensions Team currently manages or supports a range of public service pension arrangements with c.2.1 million members in total. The work is varied and challenging as we are responsible for defined benefit and defined contribution pension schemes, manage large outsourced administrations contracts and ambitious change programmes, requiring us to engage with stakeholders from across the public and private sector.

Requirements

  • Proven track record of managing and developing staff.
  • A good understanding of the regulations and legislation, which govern UK pension schemes, and experience of working in the pension industry.
  • Willingness and ability to take a flexible and proactive approach researching and progressing new areas.
  • Strong and effective stakeholder management with a track record of helping colleagues at all levels understand complex pensions issues.
  • Recognised Industry Pension Qualification at level 4 (or above) or commitment to undertake a qualification once in role.
  • Understanding of the regulations and legislation, which govern UK pension schemes and translating these complex matters for stakeholders.

Responsibilities

  • Providing expert technical advice or guidance to stakeholders including: Cabinet Office Ministers, Governance Boards and Senior Leaders.
  • HM Treasury in their role as policy owners for public service pensions.
  • Project teams responsible for remediation and change projects inc. the CSPS 2015 or McCloud remedy.
  • Scheme Administrators and the casework team to support complex casework.
  • Prospective and current employers in our pension schemes.
  • Cabinet Office’s Future Civil Service team.
  • Leading the Scheme Manager’s response to legal challenges against scheme rule provisions, coordinating legal support and representing Cabinet Office in court hearings.
  • Representing the Cabinet Office at a range of cross-Government, external forums and at court hearings
  • Investigating and resolving any systemic non-compliance- with scheme provisions, identified through audits etc.
  • Assessing and implementing required changes to scheme rules in conjunction with the Policy team inc. the completion of union consultations and managing the legislative process.
  • Deputising for the Head of Pensions Technical.
  • Contributing to the wider objectives of the team and team culture.
