About The Position

On behalf of Homes England, we are looking for a Payroll Administrator (Inside IR35) for a 3 month contract, working on a Remote basis. Homes England, the government’s housing and regeneration agency, plays a central role in tackling the housing challenges the country now faces. We have the appetite, influence, expertise, and resource to drive positive market change, and our mission is to ensure more homes are built in areas of greatest need, improve affordability and create a sustainable housing market. Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.

Requirements

  • End-to-end payroll processing, from onboarding to RTI submission.
  • Strong payroll, pensions and HMRC compliance knowledge.
  • Proven payroll reconciliation and problem-solving skills.
  • Accurate and detail-focused in high-volume environments.
  • Confident managing statutory payments and deductions.
  • Advanced Excel skills with excellent deadline management.
  • Handle complex tax queries with discretion and confidentiality.

Nice To Haves

  • CIPP-Ideally but would take experience over qualification

Responsibilities

  • Process end-to-end monthly payroll and pension payroll activities.
  • Maintain payroll accuracy through data validation and reconciliations.
  • Administer payroll changes, deductions, statutory payments and benefits.
  • Produce payroll reports, RTI submissions and BACS payment files.
  • Ensure compliance with HMRC, pension and employment legislation.
  • Resolve complex payroll queries and support continuous process improvements.
