About The Position

The State of Connecticut, Office of the Comptroller (OSC) is seeking a highly organized and detail-oriented Payroll Officer 1 to work in their Active Payroll Unit. This role involves processing payroll corrections, assigning and validating corrective actions, and collaborating with agency and CORE-CT staff on year-end tax forms. The position also includes overseeing prior and current year FICA refunds and recoveries, assisting management with pay line entries, and supervising, training, and improving current practices and procedures.

Requirements

  • Five (5) years of experience in complex clerical work in accounting or payroll.
  • Two (2) years of the General Experience must have had payroll preparation as the principal responsibility.
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
  • Considerable knowledge of relevant agency policies and procedures.
  • Ability to apply relevant state and federal laws, statutes and regulations.
  • Knowledge of and ability to apply state payroll policies and procedures.
  • Uses of office machinery used in accounting work.
  • Governmental accounting as it applies to payroll.
  • Considerable interpersonal skills.
  • Oral communication skills.
  • Skill in performing arithmetical computations.
  • Supervisory ability.
  • Current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language.

Responsibilities

  • Processing payroll corrections through the State of Connecticut's COP 9 process.
  • Assigning and validating corrective actions to payroll checks in the State of Connecticut's New Core-CT COP 9 integration page.
  • Working with State of Connecticut agency payroll officers and managers to implement and communicate corrective actions.
  • Collaborating with agency staff and CORE-CT staff to implement the processing of year-end tax forms, including W-2, W-2 C and form 941.
  • Overseeing and processing prior and current year FICA refunds and FICA recoveries, ensuring proper recording of those actions.
  • Assisting management with pay line entries.
  • Assigning work, overseeing, training staff, and looking for improvements to current practices and procedures.
  • Supervising a small payroll operation or assisting in supervising a moderate to large size payroll operation.
  • Scheduling, assigning, overseeing, and reviewing work of staff.
  • Providing staff training and assistance.
  • Conducting performance evaluations.
  • Determining priorities and planning unit work.
  • Establishing and maintaining unit procedures.
  • Developing or making recommendations on development of policies and standards.
  • Acting as liaison with other operating units, agencies and outside officials regarding unit policies and procedures.
  • Preparing reports and correspondence.
  • Reviewing accuracy of payroll including shift differential payments, annual increases, collective bargaining increases, retirement calculations, workers compensation benefits and revisions for attachments.
  • Preparing or closely supervising more complex portions of a payroll such as retroactive payments or garnishments.
  • Supervising reconciliation of payroll deductions and coding of payroll expenditures.
  • Supervising maintenance of time records including issuing semi-annual leave balances.
  • Supervising control and distribution of paychecks.
  • Answering employees questions relating to payroll.
  • Compiling payroll expenditure data for budget preparation.
  • Providing information and processing paperwork regarding employee fringe benefits.
