Requirements

  • Post-secondary diploma in Business, Finance, Human Resources or related field required with specialization in payroll/compensation preferred.
  • Payroll Compliance Professional (PCP) certification with the National Payroll Institute required.
  • 3-5 years of experience in payroll, benefits and pension administration.
  • Proficiency in MS Office Suite.
  • Proficiency with HRIS systems – Dayforce or comparable technology.
  • Knowledge of relevant employment legislation including Human Rights, Employment Standards, MFIPPA, PIPEDA, Occupational Health and Safety.

  • Certified Human Resources Professional designation an asset.

Responsibilities

  • Administering full cycle hourly and salary payroll, benefits, and pension for all Library staff.
  • On-going maintenance of the HRIS.
  • Provides front-line support to staff, managers and senior leaders within the scope of payroll, benefits, and pension administration.
  • Processing full-cycle bi-weekly payroll (salary and hourly) in a computerized environment.
  • Auditing, interpreting, verifying and calculating information/documentation to update and administer the employee database.
  • Ensuring all detailed data entry is accurate and auditing the pay for every employee; checking earnings and deductions to ensure data integrity, system setup, and payroll administration continues with a high degree of accuracy.
  • Onboarding and maintenance of staff into benefit programs and pension plan.
  • Maintaining compliance with Canadian payroll legislation and statutory requirements including CPP, EI, income tax deductions, WSIB requirements and ROE administration.
  • Updating and maintaining the integrity of the HRIS (Dayforce), which includes, but is not limited to, initial system setup and supporting employment changes throughout the employment life cycle.
  • Routine system upgrades or implementation of new system features, including testing of system changes.
  • Maintaining accurate paper and electronic records, ensuring files are maintained in accordance with FIPPA/privacy guidelines and other recordkeeping requirements.
  • Supporting the HR team with the administration and management of short-term and long-term disability claims.
  • Providing reports, as needed, to Managers and Senior Leadership.
  • Resolving discrepancies professionally and confidentially.
  • Maintaining up-to-date knowledge on payroll, benefits and pension legislation.
  • Performing additional related duties as required by Human Resources Manager.
