Requirements

  • Must have a minimum of five (5) years of progressively responsible payroll, benefits, and pension experience in a computerized environment, along with completion of a minimum of Level 1 of the Payroll Management Certificate program sponsored by the National Payroll Institute.
  • Ability to meet all position-related deadlines.
  • Accurate with high attention to detail.
  • Flexibility to handle all payrolls and benefit aspects.
  • Knowledge of payroll, benefits, pension, and accommodation requirements and legislation (accounting, provincial, federal).
  • Demonstrate tactful communication skills and confidentiality in dealing with employee issues.
  • Proficiency with preparing journal entries and reconciliation of all payroll accounts.
  • Intermediate Excel skills and basic software reporting skills.
  • Must have strong human resource systems experience – experience with Dayforce HCM is considered an asset.
  • Must have financial system experience – experience with Great Plains ERP is considered an asset.
  • Knowledge and experience with the Local Authorities Pension Plan (LAPP) is considered an asset.
  • Experience in a municipal or local government environment is considered an asset.
  • Submission of a satisfactory criminal record check, evaluated by the County.

Responsibilities

  • Maintain the computerized payroll, timesheet, and time away from work modules within the HCM software for assigned hourly and salaried payrolls, including all related municipal accounts, federal records, and benefits carrier account requirements.
  • Maintain all accounting records related to the payroll and distribute payroll costs to projects where appropriate. Responsible for reports and related remittances covering payroll, benefits, government programs, carriers, and year-end, including accruals, T4’s, T4A’s and T5’s.
  • Process payroll and related pay adjustments via the use of the HCM software in compliance with required labor regulations.
  • Ensure up-to-date compliance with Revenue Canada, Employment Standards, and other applicable legislation, regulations, policies, and collective agreements.
  • Keep payroll manual and produce required documentation and reports for audits.
  • Produce custom and system-generated reports as required.
  • Be a subject matter expert regarding the HCM application, answer employee questions, and advise employees of any issues and changes.
  • Process time in lieu and vacation payouts as per the Terms and Conditions of Employment Policy and collective agreements.
  • Process new hires, terminations, and all other personnel changes as required through the Human Capital Management system. Prepare employee letters as required.
  • Work cooperatively to respond to all payroll, pension (LAPP), benefits, and WCB inquiries in a timely and professional manner.
  • Prepare Records of Employment (ROE) on a timely basis per legislation.
  • Maintain employee confidence by keeping all information and payroll files confidential.
  • Review, evaluate, and implement new benefits providers/programs as required.
  • Work with benefit providers regarding renewals.
  • Ensure the Benefits Program is communicated to employees.
  • Process new hires, changes and terminations to benefits as required.

  • Ensure compliance with policies, legislation and regulations.
  • Calculate Pension Adjustments and prepare applicable filing forms.
  • Responsible for annual reports, related remittances, reconciliations and audit documents related to pensions.
  • Act as the department liaison for the County’s records management program.
  • Ensure that employee paper and electronic records are maintained, retained, archived and disposed of in accordance with the County’s records management program and retention schedule.
