Total Site Solutions (TSS), Georgetown, TX., is seeking a Payroll & Benefits Manager to own the accurate, timely, and compliant delivery of pay and benefits for our team members. This role leads end-to-end payroll operations, administers our benefits programs, and ensures compliance with federal, state, and local requirements across a growing multi-state workforce. Requirements

Bachelor's degree in Human Resources, Business Administration, Accounting, or a related field.
Minimum of 5 years of experience managing payroll and team member benefits in a corporate environment.
Strong knowledge of payroll systems, benefits administration, and relevant federal and state regulations.
Proficiency with payroll software and Microsoft Office Suite, especially Excel.
Excellent organizational skills, attention to detail, and the ability to manage confidential information with discretion.

Nice To Haves

Certified Payroll Professional (CPP) or Professional in Human Resources (PHR) certification.
Experience with HRIS systems such as ADP, Workday, or Paycom, with ADP Workforce Now strongly preferred.
Familiarity with multi-state payroll processing and benefits administration.
Demonstrated ability to lead and develop a team.
Strong analytical skills with experience in payroll data analysis and reporting.
Experience in a publicly traded, high-growth, manufacturing, or data center environment.

Responsibilities

Manage the end-to-end payroll process, including data collection, validation, processing, and distribution of pay for all team members.
Review and approve payroll inputs such as new hires, terminations, pay changes, bonuses, commissions, overtime, and deductions before each pay cycle.
Reconcile payroll registers, tax filings, and general ledger entries in partnership with Finance and Accounting to support accurate month-end close.
Administer multi-state payroll, including state and local tax setup, withholding, and registrations as TSS expands into new locations.
Process off-cycle payments, retroactive adjustments, garnishments, and year-end activities, including W-2 preparation and distribution.
Investigate and resolve payroll discrepancies quickly, communicating clearly with affected team members and leaders.
Administer team member benefits programs, including health, dental, vision, life, disability, 401(k), leave policies, and wellness initiatives.
Lead annual open enrollment, including planning, communications, system setup, and post-enrollment audits.
Manage benefits eligibility, enrollments, life events, COBRA, and carrier and payroll deduction reconciliations.
Administer leaves of absence, including FMLA, short- and long-term disability, and other state-mandated leave programs, in coordination with HR.
Serve as the primary point of contact for team member benefits questions, providing clear, timely, and empathetic support.
Partner with brokers and carriers to evaluate plan performance, cost trends, and opportunities to enhance the team member experience.
Ensure compliance with all applicable payroll laws, tax regulations, and reporting requirements at the federal, state, and local levels, including FLSA, ERISA, ACA, and HIPAA.
Oversee ACA reporting, 401(k) plan administration support, nondiscrimination testing, and annual Form 5500 filings with plan partners.
Prepare and maintain accurate payroll and benefits records, reports, and documentation for internal reviews and external audits.
Support entity-level controls and audit requests related to payroll and benefits, maintaining strong internal controls and segregation of duties.
Monitor legislative and regulatory changes and recommend updates to policies, processes, and system configurations.
Serve as the subject matter expert for payroll and benefits functionality in ADP, including configuration, data integrity, and reporting.
Coordinate with HR, Finance, and external vendors to resolve payroll discrepancies, benefits inquiries, and system issues.
Manage relationships with payroll, benefits, retirement, and leave administration vendors, holding partners accountable to service levels.
Build and deliver payroll and benefits reports and analytics that support budgeting, forecasting, and leadership decision-making.
Train, supervise, and develop payroll and benefits staff, providing guidance and support to ensure high-quality service delivery.
Lead continuous improvement initiatives to streamline payroll and benefits processes, increase automation, and reduce manual errors.
Document standard operating procedures, payroll calendars, and process controls to support consistency and scalability.
Champion a service-first culture that makes pay and benefits easy to understand for every team member.
