About The Position

RIVA Solutions is seeking a PMS Business Analyst to support Federal financial operations, grants management, customer support, reconciliations, compliance, and operational reporting while ensuring adherence to Federal financial policies and internal controls. This role supports Federal grants financial management operations by providing customer liaison support, financial transaction processing, reconciliations, audit support, and business operations for the Payment Management System (PMS).

Requirements

  • Bachelor's degree in Business, Finance, Accounting, Information Systems, or related field (or equivalent experience).
  • 5+ years supporting financial operations, grants operations, accounts payable, or customer liaison functions.
  • Experience with payments, banking, reconciliations, user access, and financial documentation.
  • Knowledge of accounting, internal controls, audit readiness, and records management.
  • Strong communication and organizational skills.
  • Proficiency with Microsoft Office products.
  • Ability to obtain and maintain a Public Trust clearance.

Nice To Haves

  • 2+ years supporting Federal financial operations.
  • Experience with Oracle Federal Financials, Oracle EBS, HHS PMS/FMP, or grants management systems.
  • Experience with ticketing systems, dashboards, and shared mailboxes.
  • Experience creating SOPs and training documentation.
  • Experience supporting HHS or Federal shared service organizations.

Responsibilities

  • Review and process user access, banking, entity registration, payment, journal voucher, and grants financial requests.
  • Validate documentation and coordinate corrections.
  • Support onboarding for awarding agencies and grant recipients.
  • Monitor tickets, shared mailboxes, and operational queues.
  • Research and resolve discrepancies involving financial transactions and account records.
  • Perform reconciliations and maintain supporting documentation.
  • Support audit readiness, records management, and internal controls.
  • Develop SOPs, desk guides, and operational documentation.
  • Communicate with Federal customers and stakeholders.
  • Utilize Microsoft Office, Teams, Jabber, ticketing systems, and Federal financial systems.
